Notice Description
A new South of Scotland Enterprise Agency is due to be established in April 2020 to address the specific economic challenges of the South of Scotland area and drive inclusive growth. Scottish Enterprise have been asked to assist SoSEP by commissioning a baseline property study which will seek to determine the effective supply of land and property for business use in the South of Scotland area. Scottish Enterprise are therefore inviting tenders from property consultants to undertake this work and recognise that multi-consultancy teams may be required to cover the scope of services required. It is anticipated the contract will commence early January and complete end March 2020. Full details can be found within the Invitation to Tender (ITT).

Lot 1
A new South of Scotland Enterprise Agency is due to be established in April 2020 to address the specific economic challenges of the South of Scotland area and drive inclusive growth. It will comprise the Scottish Borders Council and Dumfries & Galloway Council areas. In advance of this, the South of Scotland Economic Partnership (SoSEP) has been established to respond to the economic needs and opportunities of the South of Scotland area. The role of the Partnership is to lay the foundations for the Agency and ensure that the area benefits from a new approach to economic development as soon as possible with a clearly prioritised work plan. Scottish Borders and Dumfries & Galloway Councils (South of Scotland), along with Cumbria, Carlisle and Northumberland Councils, have been working together since 2014 as the Borderlands Partnership. In July 2019, Heads of Terms were signed to deliver the Borderlands Inclusive Growth Deal with 265 million GBP funding from UK Government, 85 million GBP from the Scottish Government and 44.5 million GBP from the local authority partners. The Deal recognises that in order to support sustainable and inclusive economic growth, the South of Scotland must address the problem of industrial and commercial property market failure. The market failure is caused by a combination of remote locations and poor infrastructure and connectivity, and it results in a lack of supply of modern business premises, employment sites, and the increasing obsolescence of existing stock. Scottish Enterprise have been asked to assist SoSEP by commissioning a baseline property study which will seek to determine the effective supply of land and property for business use in the South of Scotland area. The outputs from this study will be used to 1) support and inform the new South of Scotland Agency in developing a new business property strategy; 2) support and inform the Borderlands Partnership in delivering public interventions in the property market; and 3) help shape the future property portfolios of the public-sector partners to best maximise their economic impact. Scottish Enterprise are therefore inviting tenders from property consultants to undertake this work and recognise that multi-consultancy teams may be required to cover the scope of services required.
