Summary of the contracting process

The Scottish Government is initiating a planned tender for a "Postal Services Framework" aimed at supplying postal and print & post services to public sector organisations in Scotland. The total estimated value of the contract is approximately £40 million. The procurement process is currently at the planning stage, with a request for information to collate views from potential suppliers. Key dates include the deadline for submissions, which is 5pm on 22nd November 2019, and a future notice date scheduled for 16th March 2020. The services are primarily focused on the general public services sector and will be delivered across various regions including the Highlands and Islands.

This tender presents a significant growth opportunity for businesses specializing in postal and mailing services, particularly those capable of providing both physical and hybrid mailing solutions. Businesses that offer scheduled bulk mailing services will also find opportunities within this framework. Companies interested in participating should ensure they engage with the Scottish Procurement and Property Directorate during the feedback process, as their insights will shape the detailed procurement strategy for the contract, ultimately enhancing their chances of successful bids.

In order to complete and finalise the strategy SPPD recognises the value of suppliers having the opportunity to contribute to the process on a non-competitive and non-judgemental basis. This request for information is aimed at collating views from market participants. The information gathered may be used in developing the procurement strategy and deliver contractual arrangements for postal services requirements. We have attached a copy of the current framework statement of requirements and the pricing schedules to give an indication of the current framework content. These requirements may be subject to change.
