Notice Description

The Aberdeen City and Aberdeenshire Health and Social Care Partnerships require to carry out a tender for the provision of specialist accommodation-based services for adults with complex needs. The requirement is for the provision of specialist services in purpose-built accommodation that is designed and developed collaboratively. Providers are required to have an interest in developing capital portfolios or attracting capital investment, or will have existing landlord or developer partners able to identify and establish flexible and sustainable housing options. The Partnerships require specialist services in purpose-built supported accommodation for individuals with complex needs and behaviours that can challenge services. The purpose of this Prior Information Notice (PIN) is to engage with support providers with experience of delivering specialist services to adults with complex needs in supported accommodation that are interested in working collaboratively to design and develop innovative care and accommodation solutions at locations in Aberdeen and Aberdeenshire. The Partnerships are interested in attracting expressions of interest from support providers seeking to develop capital portfolios or support providers with existing landlord partners able to identify flexible and sustainable supported housing options. Support from Council Asset Management Teams may be available to assist in the identification of sites. Residential care and supported living models are both under consideration at this stage. Developments will require to be sensitive to local communities and the environment. The Councils are interested in engaging with providers committed to collaborative working that delivers community benefits and those that are able to respond to procurement not just in terms of the value for money triangle of cost, quality and sustainability, but also to deliver economic and social benefits. The specialist service provisions will be provided to an identified group of individuals with behaviours that challenge services and for whom this service type is assessed as being required in the next four financial years. This group includes individuals with autism spectrum disorders currently supported out of area in hospital and residential care settings; adults with forensic histories and/or dual diagnosis currently detained in hospital settings; and young people in transition to Adult Services. The support models will offer high intensity support services that enable the service users to live as independently as possible in accommodation and with support that complies with national care standards, regulations and best practice. By noting interest providers are agreeing to further engagement with the Councils to allow organisations with relevant experience to inform service development with no commitment to themselves or the Councils. The Councils wish to engage with interested suppliers in an early market engagement event scheduled to take place at Woodhill House, Aberdeen on December 16, 2019 at 2.00 p.m. Suppliers wishing to attend are asked to confirm by e-mail to catking@aberdeencity.gov.uk. Participants require to bring appropriate knowledge and authority to contribute to the engagement process. The Aberdeen City and Aberdeenshire Councils will undertake a joint procurement activity to identify suppliers to enter a flexible framework agreement that will commence in 2020. Providers admitted to the framework will require to demonstrate: - suitability to deliver specialist services to adults with complex needs - capacity to partner the Councils in the identification of innovative and sustainable living options - capacity to commit or attract capital investment
