Notice Description
West Lothian Health and Social Care Partnership have a requirement for a suitably experienced and qualified sevice provider(s) to provide support for persons with hearing loss and sight loss services. The requirement will be split into two separate Lots
Lot Information
Communication Support Services for Deaf, Deafblind, Deafened and Hard of Hearing
Lot 1 - Hearing Loss : support will be available to people who have difficulties accessing services. The service will be primarily for people who use BSL as their first language ; people who are deafblind ;the wider deaf community, their families and carers. The proposed service is to provide support for people with lower levels of need who are not eligible for a social work service. This will also include a scheduled cycle of drop in sessions across the local authority and regular communication sessions. Estimated Volumes will be included within the Invitation to Tender.. The estimated annual budget is 20,000GBP (twenty thousand) per annum).
Renewal: At the sole discretion of the WL HSCP, the contract may be extended for a period not exceeding 12 months.
Services for people with Sight LossLot 2 - Sight Loss : support will be available to people with sight loss that promotes their independence, ensures people with sight loss are provided with 1:2:1 support and training from a trained Rehabilitation and Mobility Officer ; ensuring people with sight loss are signposted to other relevant services to support and maximise their independence. Estimated Volumes will be included within the Invitation to Tender.. The annual budget is 31,768 GBP per annum. Please note that the contract commencement date is 6 months after the commencement for the contract for Lot 1.
Renewal: At the sole discretion of WL HSCP, the contract may be extended for a period not exceeding 12 months.

"description": "Re ESPD question 4B.6 West Lothian Council will use Dun and Bradstreet's DBAi financial reporting system to assess the financial stability of tenderers. Tenderers with a Failure Score of 35 or above on the DBAi system will be deemed to have evidenced satisfactory financial stability. Please note that 34 or less will not be considered as having met this criteria. If a tenderer has a Failure Score of less than 35, the tenderer may be required to submit their last three years accounts. The council will then conduct an analysis of the accounts to ensure that there is no significant financial risk.
