NHSGGC wish to appoint an expert organisation (the Supplier) to identify and scope a range of projects that will deliver productivity and efficiency gains within the Acute Division. These projects will contribute to the overall Board 2020/21 Financial Improvement Programme (FIP).

NHSGGC wish to appoint an expert organisation (the Supplier) to identify and scope a range of projects that will deliver productivity and efficiency gains within the Acute Division. These projects will contribute to the overall Board 2020/21 Financial Improvement Programme (FIP). The requirement is for the Supplier to understand, analyse and compare a range of key functions/elements of the Acute Division, identify and quantify areas for efficiency and productivity gains, and design projects/initiatives to deliver these gains. Whilst direct cash savings are not the primary objective, it is envisaged all the gains delivered will improve NHSGGCs elective performance, particularly a reduction in the TTG over 12 weeks waiting list, and thereby improving the patient pathway and overall quality of care.

Procurement Information

Justification for the selection of the negotiated procedure without prior publication of a contract notice in the OJEU in accordance with Article 32. The works/goods/services can only be provided only by a particular supplier for reasons that are technical with historic information and research. The project requires to be delivered in the first calendar quarter of 2020 with the series of projects being ready for delivery on 1st April 2020. The supplier is required to have extensive experience (over 5 years) of designing and delivering similar NHS projects. Due to the financial position of the Board in 2020/21 and the current challenges with TTG performance, it is imperative the suite of projects are scoped and ready to be started on 1st April 2020. Due to the time pressures, the supplier must have experience and knowledge of the Financial Improvement Programme within NHS Greater Glasgow and Clyde and our wider processes, people and structures. This will enable a rapid mobilisation and thereby keeping costs and time delivery of this programme to a minimum. Whilst NHSGGC staff will support the Supplier, use of NHSGGC resources must reflect their expected normal duties and a limited and reasonable allocation of time to the delivery of this programme and savings. NHSGGC staff must continue to deliver an undisturbed service to the public.
