Scottish Government Payments Transformation - Beta Stage
Notice Description
Scottish Government is in the process of establishing a common payments service, with the potential for use across the Scottish public sector. This PIN is to invite potential bidders to a Supplier Day, taking place in Edinburgh on 24 March 2020. On the day we will present the aims and objectives of the Beta phase as well as the design, development and strategic context it sits within. Further details on the design of the service, target architecture, organisations we are working with and journey to a live service will also be available.

Lot 1
There are currently multiple ways of making and taking payments across government and the public sector. This leads to duplication of effort and spend, and by default a confused landscape for both citizens and government. The Payments programme is seeking to design and deliver a continually-improving, shared payments service that has the potential to evolve over the longer term. This will process outbound payments and provide a trustable transactional history that interfaces with public sector organisations' financial services - it will consider inbound payments in the longer term, but not during the next development phase. It will be user-centred, organisationally agnostic, secure, scalable and built using flexible, component-based technology. Having undertaken a Discovery and Alpha phase, the programme is now looking to procure a partner, or consortium, to deliver the Beta phase of development and is holding a bidder day on 24 March 2020, in CivTech, Edinburgh. The attendance will be limited to two individuals per organisation - to book your place please use the Eventbrite link in the additional information attached to this notice. The day will cover the following areas: - Strategic context and drivers for the programme, and the future service - User research and service design - Architecture - Known constraints, dependencies and risks - Outcome based requirements for beta and live service - Opportunity for potential bidders to ask Scottish Government Subject Matter Experts questions in an open forum - Expected procurement and programme timings.
