Notice Description

In terms of section 1(1) of the Education (Scotland) Act 1980 and section 47 of the 2014 Act, the Council must secure that the "mandatory amount" of EL&C is made available for each eligible pre-school child belonging to its area. The Children and Young People (Scotland) Act 2014 and linked Statutory Guidance has set out the increased entitlement to 1140 hours for eligible children and places a duty on the Council to offer increased flexibility to parents as to where and how their child can access their Early Learning and Childcare entitlement. The Council has therefore identified a requirement to establish a Flexible Framework Agreement with suitably qualified and competent early learning and childcare Service Providers to ensure security of required places, in order to fulfil its duty. On successful completion of this application process, all Providers that meet the criteria set out within the National Standards and agree to Aberdeen City's terms and conditions of contract, will be accepted onto the flexible framework.

Financial Assessment of Providers The Council shall obtain a Creditsafe credit check and will score Applicants accordingly: 71 - 100 Very Low Risk - Accept 51 - 70 Low Risk - Accept 30 - 50 Moderate Risk - subject to further discussion internally with the option to reject. 21-29 High Risk - subject to further discussion internally with the option to reject. 1-20 Very High Risk - Reject. If you are under no obligation to publish accounts on Companies House and/or do not have a comprehensive credit rating then provide audited financial accounts for the previous two years. Both quick and current ratios should be a minimum of 1:1.5 for the two successive years. Applicants whose ratios do not meet the minimum criteria will be rejected. Applicants who can provide audited accounts but chose not to do so shall be rejected. Applicants who have been trading for less than one year and cannot provide audited accounts must submit the cash flow for the current year and a letter from the bank outlining the current cash and credit position for the current year and subsequent year. This will be subject to internal discussion with the option to reject. If an Applicants still does not meet the financial criteria for consideration but has a parent company that does, the firm may still be eligible for consideration where their submission is supported by a parent company guarantee. Insurance Requirements Providers must hold these insurance levels at a minimum: Employers (Compulsory) Liability Insurance* - GBP10million in respect of any one claim and unlimited as to number of claims; Public Liability Insurance - GBP5million in respect of any one claim and unlimited as to number of claims; Statutory Third-Party Motor Vehicle Insurance (only where Applicants will use their vehicles when undertaking activities under the Contract). * where applicable under the Employers' Liability (Compulsory Insurance) Act 1969 NOTE: To register your interest in this notice and obtain any additional information please visit the Public Contracts Scotland Web Site at https://www.publiccontractsscotland.gov.uk/Search/Search_Switch.aspx?ID=612094.
