DPS for Transport of Pupils with Additional Support Needs, North Lanarkshire Council
Notice Description
The Council are establishing a Dynamic Purchasing System ("DPS") for future contracting of transport of school pupils with Additional Support Needs ("ASN"). . There is an initial application process to join the DPS i.e. application using PCS-T and completion of an ESPD. Only applicants that are successful will be invited to the further tendering stages i.e. invitation to tender pricing for individual contracts. . NOTE: All individual contracts will be awarded to a single supplier only. . All drivers proposed to undertake any of the contracted requirements must be fully licensed, insured, and will be required to provide evidence of valid vehicle/driver documentation which includes vehicle MOT, road tax and Driving licence. . Some contracts require an escort. Escorts must be arranged by the tenderer. . All drivers and any escorts must be PVG (Protection of Vulnerable Groups) registered and approved. . After initial establishment of the DPS, there will be further opportunity for new and/or previously unsuccessful applicant to apply to join.

Lot 1
The following information is intended to give Candidates an overview of the high level requirements for ASN Transport should they gain successful appointment to the DPS. . Requirements: Each Individual Contract will at require a Driver and vehicle to transport a pupil / or pupils to and from school. Some individual Contracts include more than one pupil and can include more than one home address. Some individual Contracts require an Escort (who must be arranged for by the Tenderer unless specified by the Council). . Special Requirements: Some Individual Contracts have special requirements i.e. need for Wheelchair Accessible Vehicle, Car-Seats, Clamps, Ramps, and/or Tail Lifts. . Contract Details: Each individual Contract is fully detailed (requirements and any special requirements) within the 'Commercial Envelope' in the PCS-T tendering system. Details include the address information for the journey, the times for pick-ups and drop-offs, and any special arrangements pertaining to the pupil or vehicle that must be observed. The individual Contracts have specified durations. No contracts exceed three (3) years. There are no guarantees regarding the life span of any individual Contract; each is dependent on the pupil circumstances. . All Contracts must be carried out in accordance with information provided within this Contract Notice and the following documents which as contained within the PCS-T tendering system: Invitation to Tender (ITT) document; ASN Special Conditions of Contract; and, the Councils General Conditions of Contract. . Tenderers will be required to provide documentary evidence to the Council for: All Insurances specified in the ITT; PVG disclosure for Driver(s) and Escort(s); and, All vehicle/driver documentation, including Current MOT, Road tax and Driving Licence. . Tenders can be accepted for one or more Contracts, and more than one individual Contract can be awarded to a Tenderer. . Tenderers must respond to a range of Selection Questions within the PCS-T Qualification Envelope. . Tenderers must respond to a range of Award based questions and statements within the PCS-T Technical Envelope. . Tenderers must provide a daily cost for any individual Contract they want to be considered for within the PCS-T Commercial Envelope. Where an escort is specified in the requirements, the Tenderer must include the cost of the escort within their daily cost. . Tenders can be accepted for one or more Contracts, and more than one individual Contract can be awarded to any Tenderer. There is no option to make a tender proposal that combines individual Contracts.. PLEASE BE AWARE OF THE EXCLUSION GROUNDS: Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015.
