Waste Management Services for East Lothian Council
Notice Description
This is a voluntary ex ante transparency notice (VEAT). This notice is to indicate that East Lothian Council intends to contract with Biffa for the continuation of the current service for the provision of a multi material recycling service. This service has estimated cost of 750,000.00 for 6 months. The contract start date is likely to be October 2020, and the duration is to be for 6 months.

This is a voluntary ex ante transparency notice. This notice is to indicate that East Lothian Council intender to contract with Biffa for the continuation of the current service for kerbside collection, handling and transport of multi materials for recycling.
Procurement Information
East Lothian became signatories to the Scottish Government's Household Waste Charter in December 2016, with plans to move to a Charter aligned collection model by 2020. Detailed modelling work was undertaken and plans to introduce a weekly single pass collection for, separated glass, cans and plastics, paper and card, and food waste, were developed, however the subsequent announcement of plans by the Scottish Government to introduce a deposit return system had placed this on hold until the exact scope of the system in terms of the materials to be targeted had been announced. The scope of the Deposit Return Scheme was announced in May 2019 and additional modelling work carried out to take account of the changes the Deposit Return Scheme will make to both the composition and the volume of the packaging materials that will remain within the kerbside collection system. Whilst, it is acknowledged that there remains significant uncertainty within the Scottish marketplace, East Lothian Council will issue a PIN notice in due course to indicate our intention to return to market to procure services for the kerbside collection of multi materials, however in order to allow for a full and comprehensive procurement process the Council, and the transition of services without disruption to the residents within East Lothian that it is appropriate to extend existing arrangements for a period of six months to March 2021. It is considered that this approach is the most appropriate solution delivering best value while meeting the necessary requirements of the Public Contracts (Scotland) Regulations 2015.
