                "description": "This contract will cover the maintenance of around 2,538 bus shelters located in the following 9 council areas - East Ayrshire, East Dunbartonshire, East Renfrewshire, Inverclyde, North Ayrshire, North Lanarkshire, South Ayrshire, South Lanarkshire and West Dunbartonshire. We are seeking a resourceful contractor with a depth of experience who will provide SPT with confidence in their ability to react to the various incidents which may happen. The work will be carried out on a call off basis and no guarantee can be given regarding the level of work in any given week or month for the duration of the contract as this will depend on safety and operating and financial circumstances which are subject to change (For example, vandalism to bus shelters may increase or decrease resulting in a higher quantity or lower quantity requiring repairs). The requirements are for the bus shelters to be maintained, repaired, removed and relocated to another site or holding shelters in a secure area, plus maintenance of shelter illumination which is provided from mains power or solar. There are currently 523 bus shelters with mains power supplies which require routine and periodic electrical checks and electrical repairs.",

                    "minimum": "SPT will use Dun and Bradstreet's DBAi financial reporting system to assess the financial stability of bidders. Bidders with a Failure Score of 51 or above on the DBAi system will be deemed to have evidenced satisfactory financial stability. Bidders must confirm within their response to the relevant question within the Qualification Envelope, the value of their D&B Failure Score. In the event that the bidder does not have a Dun and Bradstreet rating or they consider that the rating has been adversely affected by factors which they can offer mitigating evidence for, we will use the following ratios to evaluate a bidder's financial status. Bidders must confirm within their response to the relevant question within the Qualification Envelope, the name and value of the 3 financial ratios listed below as taken from their own Accounts. 1 Profitability - this is taken as profit after tax but before dividends and minority interests. If a company makes a profit then it is a pass for this ratio; 2 Liquidity - this value is calculated as current assets less stock and work in progress, divided by current liabilities. If the answer is greater than or equal to one then it is a pass for this ratio; 3 Gearing - this value is calculated as the total external secured borrowing (short term and long term) divided by shareholder funds expressed as a percentage. If the answer is less than or equal to 100% it is considered a pass for this ratio. Where 2 out of the 3 ratios cannot be met, we may then take account of other factors (including those listed below) when assessing financial viability and the risk to the organisation, providing that the Bidder can submit acceptable evidence to substantiate any of the mitigating criteria. The following list is not exhaustive and other criteria may be considered where proposed: - Would the bidder have passed the checks if prior year accounts had been used? - Were any of the poor ratio appraisal outcomes \"marginal\"? - Does the bidder operate in a market which, traditionally, requires lower liquidity or higher debt finance? - Does the bidder have sufficient reserves to sustain losses for a number of years? - Does the bidder have a healthy cashflow? - Is the bidder profitable enough to finance the interest on its debt? - Is most of the bidder's debt owed to group companies? - Is the bidder's debt due to be repaid over a number of years, and affordable? - Have the bidder's results been adversely affected by \"one off costs\" and / or \"one off accounting treatments\"? - Do the bidder's auditors (where applicable) consider it to be a \"going concern\"? - Can and will the bidder provide a Parent Company Guarantee? - Is the bidder the single supplier/source of the Goods/Works/Services in the marketplace?
