In addition to passing the Qualification Stage, Service providers appointed to the framework will be required to demonstrate that they meet the National Standards criteria and sub criteria and be prepared to accept the Council's hourly rate of 6.80 GBP per hour.

West Lothian Council intend to establish a Flexible framework for early Learning and Childcare to supplement it's in house service provision. In addition to passing the Qualification Stage, Service providers appointed to the framework will be required to demonstrate that they meet the National Standards criteria and sub criteria and be prepared to accept the Council's hourly rate of 6.80 GBP per hour. As this service is listed in Schedule 3 of the Public Contracts (Scotland) Regulations and the contract value exceeds 750,000 euros over the contract period, the Council will be using the afforded flexibility of the Light Touch Regime. The Council will be able to re-open the framework to new providers every 12 months and notwithstanding equal treatment, non discrimination and transparency requirements will also provide for flexibility with the award criteria which will be contained within the Invitation to Tender documents.. Information regarding the allocation of points is contained within the Award Criteria and Weightings section of the Invitation to Tender.

Renewal: The Council will have sole discretion to extend the contact for a period of up to 1 year
