Counselling Services - Primary Schools
Notice Description
West Lothian Council Education Services have a requirement for an external service provider to provide professional Counselling services to children aged 10 years and up across all 67 West Lothian primary schools.
Lot Information
Lot 1
West Lothian Council Education Services are committed to ensuring access to counselling services for children aged 10 years and up across all 67 West Lothian primary schools. The Scottish Government vision of having access to counselling services for children aged 10 years and above is being taken forward in West Lothian through the procurement of a service specifically for children in this age band attending primary school settings. By ensuring access to therapeutic services for children at this age, it is envisaged that supports will be enabled to have impact at an early stage to build resilience in children and young people for later life. As quality of service lies at the heart of planning in this area of intervention and West Lothian will be working closely with the external provider to ensure robust evaluation measures are in place. In relation to the new primary school counselling service, a suitably qualified and experienced service provider is required to meet Service needs. Work will be undertaken internally through the appointment of a School Counselling Service Co-ordinator post to work with the successful service provider on building a robust evaluation framework and to ensure that the service provided dovetails with existing supports for young people currently delivered through Pupil Equity Funding and the Moving Forward in Learning approach. This is a new service for West Lothian Council and there is no incumbent service provider.. The annual budget is 140,000 GBP This equates to 520,000 GBP over the contract term including any potential extension.
Renewal: At the sole discretion of the Council, the contract may be extended for a period of up to a further 12 months.

"description": "Re ESPD question 4B.6 West Lothian Council will use Dun and Bradstreet's DBAi financial reporting system to assess the financial stability of tenderers. Tenderers with a Failure Score of 35 or above on the DBAi system will be deemed to have evidenced satisfactory financial stability. Please note that 34 or less will not be considered as having met this criteria. If a tenderer has a Failure Score of less than 35, the tenderer may be required to submit their last three years accounts. In the event that the tenderer is not required to publish accounts and therefore does not have a Dun & Bradstreet or equivalent rating, tenderers should be able to provide financial accounts when requested. The council will then conduct an analysis of the accounts to ensure that there is no significant financial risk. Please note that if you intend on attaching 2 years accounts, these must include financial data over a 3 year period. It is recommended that candidates review their own Dun & Bradstreet Score in advance of submitting their tender. If following this review tenderers consider that the Dun & Bradstreet Score does not reflect their current financial status, details of this should be provided, complete with evidence of a good high street credit rating (the equivalent of Dun & Bradstreet score 35) from a recognised credit referencing agency. The council will review any such information as part of the evaluation of Tenderer's financial status. In the event that a firm does not meet the financial criteria for consideration but has a parent company that does, the firm may still be eligible for consideration where their Tender Submission is supported by a Parent Company Guarantee. Should after review of the financial evaluation the tenderer fail, then the tender submission may be rejected.",
