Summary of the contracting process

The City of Edinburgh Council, a regional authority, is currently seeking tenders for the contract titled "Default Energy Supplier for Void Housing," aimed at providing gas and electricity to domestic properties that are unoccupied. This contract, estimated at £315,000, will cover approximately 20,000 void houses in Edinburgh, with a committed duration of 5 years, inclusive of options for two potential 12-month extensions. The current procurement stage is active and will remain so until the tender submission deadline on 8 June 2020, with the evaluation expected to commence on 9 June 2020.

This tender presents significant growth opportunities for utility suppliers, especially those specialising in energy services. Companies that can provide competitive pricing, meet financial criteria—including a minimum turnover and insurance coverage—will be well-positioned to contest this contract. The successful bidder will play a crucial role in managing energy provision during tenant transitions, thereby ensuring a steady demand for their services over the contract period.

Notice Title

Default Energy Supplier for Void Housing

Notice Description

The City of Edinburgh Council requires a single Supplier to deliver a Preferred Energy Supplier Partnership Service to all void houses and re-lets. It is the Councils intention to award a contract to a single Supplier for the entire Council domestic void stock for a period of 5 years, with the option to extend for up to a further two 12-month periods. The supplier will provide gas and electricity to domestic properties after a Council tenant moves on to alternative accommodation.

Lot Information

Lot 1

The City of Edinburgh Council require a utility supplier to provide energy supplies (gas and electricity) to void domestic properties. Properties are classed as void when a Council tenant leaves a property and prior to another tenant taking occupancy. Once a property is made void the energy provision would migrate to the Default Energy Supplier. However once a property is no longer void and a tenant has taken occupancy there would be no obligation for the tenant to retain with the Default Utility Supplier. This is a concessionary contract and any successful supplier will absorb up to 90 days energy and standing charges costs when a property is void (the current average void period is 27 days). The approximate number of properties in scope is 20,000 with an approximate 1,200 to 1,400 being re-let per annum. The successful supplier shall also contribute towards a Tenancy Rebate Fund where any Council tenant remains with the Default Energy Supplier for a period of 6 months.

Renewal: Options to extend for up to a further two 12-month periods, undertaken at the sole discretion of the Council.
