The Partnerships require the provision of specialist accommodation-based support services in purpose-built supported accommodation for individuals with complex needs and behaviours that can challenge services. The services will be for adults with learning disabilities and complex needs, including autism; mental health problems; and forensic histories; and will be delivered in accommodation that is designed and developed collaboratively. Providers will have experience of delivering specialist services to adults with complex needs in supported accommodation and will be committed to developing capital portfolios or will have existing landlord or developer partners able to identify flexible and sustainable supported housing options.

The Partnerships require the provision of specialist accommodation-based support services in purpose-built supported accommodation for individuals with complex needs and behaviours that can challenge services. The services will be for adults with learning disabilities and complex needs, including autism; mental health problems; and forensic histories; and will be delivered in accommodation that is designed and developed collaboratively. Providers will have experience of delivering specialist services to adults with complex needs in supported accommodation and will be committed to developing capital portfolios or will have existing landlord or developer partners able to identify flexible and sustainable supported housing options. Needs analyses by the two Partnerships have been undertaken to inform call offs from the framework. Supported living and residential care options may be required. Suppliers will be encouraged to optimise the use of technology enabled care in operating arrangements and deliver services in innovative ways that meet the identified outcomes of individuals. Positive behaviour approaches will be central to support strategies. The development of services will be encouraged in both Council areas. Locations for the establishment of services will be influenced by labour markets, local infrastructure and access to community facilities.
