Summary of the contracting process

The Scottish Borders Council is undertaking the Winter Maintenance Assistance Framework Agreement to secure essential services for winter maintenance activities throughout the Scottish Borders. The procurement process is currently in the Award stage, having completed the Tender phase. Key dates include the submission deadline, which was on 4th September 2020, with the awards being made shortly thereafter for services related to emergency response, planned treatments on priority routes, and assistance with snow clearing operations. The procurement method for this framework was open, allowing participation from various suppliers, with its main focus on the services industry.

This tender presents significant growth opportunities for small and medium-sized enterprises (SMEs) involved in road maintenance and snow clearing. Companies with relevant qualifications, such as those holding Class C licences and possessing the necessary equipment for winter service treatments, would be well-suited to participate. The framework's structure may allow for long-term engagements, making it attractive for businesses capable of providing consistent quality service and responding quickly to council requests for assistance during peak winter conditions.
