Notice Description

North Lanarkshire Industries (NLI) is the manufacturing arm of North Lanarkshire Councils (the Council) Supported Enterprise Service and is a recognised supported business. Working alongside other supported employment organisations, NLI is a facility that manufactures a wide range of products that the Council and various other external public and private organisations purchase from them thus making NLI a viable operating business. NLI is a fully established force in furniture production, assembly, refurbishment and maintenance. Based in Wishaw, NLI Is a leading example of both commercial success and social responsibility making a positive contribution across communities by employing people with barriers who are fully trained to a high standard in all aspects of soft furnishings and re-upholstery production. NLI currently produce beds , sofa's, curtains , roller and vertical blinds as well as bedding sets to internal Councils services The same furniture is also provided to Scottish Welfare Fund clients who are awarded a community grant from the fund which is administered by revenue and e governance department. NLI also supply other services to internal Council services including the servicing and replacement of fire extinguishers and removal and storage of tenant's belongings. NLI are required to purchase a large and varied range of raw materials to enable their manufacturing processes and therefore wishes to establish a Framework Agreement via this Procurement.

Seating Frames

This Lot (2) is for the provision of seating frames i.e. sofas, couches, chairs etc.

Options: In addition to the requirements listed within the Framework Agreement for this Lot, the Council reserves the right to purchase additional items (non-core products) at the discounted percentage rates as stated within a Suppliers Tender.

Renewal: The Framework Agreement will be awarded for a period of three (3) years with the Council reserving the right to extend for a further one (1) year. Following expiry of the Framework Agreement, the Council may elect to re-tender requirements within this Lot.

Upholstery Fabric, Vinyl and Textile Material

This Lot (3) is for the provision of various upholstery fabrics, vinyl's and textile materials.

Bed Frames

This Lot (1) is for the provision of single and double timber divan bed base frames. In accordance with regulation 21 of the Public Contracts (Scotland) Regulations 2015, Lot 1 - Bed Frames has been identified as a "Reserved Contract". Accordingly, only Tenderers that are classified as a "Supported Business" or operate a "Supported Employment Programme" as per the regulations stated above may submit a Tender for this Lot. Should the Council receive a Tender for Lot 1 from a Tenderer that is not classified as a "Supported Business" or who do not operate a "Supported Employment Programme" as per the regulations then the Tender received will not be considered. The remaining eight Lots of the Framework Agreement are open to all organisations and Tenderers are free to submit a Tender for a single, multiple or all Lots.
