"description": "Justification for direct award, West Dunbartonshire Council ran a procurement for the Treatment of Shredded and Non-Shredded Wood ref 15102 from the Scotland Excels Dynamic Purchasing System - Treatment and Disposal of Recyclable and Residual Waste (27-17) Lot 8 -Treatment of Shredded and Non-Shredded Wood which was aborted and terminated with no award. In addition to the aborted procurement, the new procurement has been postponed by the restrictions imposed on businesses due to COVID-19. As it is highly unlikely all service providers within the market will be in a position to respond and even if they were, it is most probable that the Council would not obtain appropriate commercial terms.
