Scottish Manufacturing Advisory Service (SMAS) are a nationally delivered programme across Scottish Enterprise (SE), Highlands and Islands Enterprise (HIE) and South of Scotland Enterprise (SOSE) whose purpose is to offer advice, best practice business diagnostics and practical productivity implementation support via Business Improvement Projects. 3rd Party support has historically been offered via procured frameworks to provide additional capacity and capability across a variety of business improvement topics. SMAS helps deliver a high-profile programme that helps manufacturing business across Scotland improve their competitiveness. This programme has an excellent market reputation and SE are keen to continue delivery in a sector that is important to exports and economic growth. This consultancy framework will be used to appoint consultants to deliver Operational Management, Lean consultancy and Six Sigma expertise to supplement and enhance the offering to manufacturing businesses from SMAS Scottish Enterprise are seeking to put in place a multi-lot, multi-supplier framework to deliver productivity support to the Scottish Manufacturing Community and wish to appoint associates to 7 different lots to deliver support for the next three years, with an anticipated start of November 2020, with the option to extend for up to 1 further year.

Lot Information

Lean Manufacturing

It is anticipated up to 2 SMAS associates will be appointed to this lot, and the total estimated number of support days per year for the Lean Manufacturing lot is 100 days. Tools and techniques that you should be familiar with include: 5S, Customer Value, Flow, Lean Awareness, Team Building, Pull, layout, Measuring Performance. Bidders should note that the value quoted is for the full 4 years of the framework

Renewal: The framework is for an initial 3 year duration with the option to extend for a further 12 months.

Six Sigma

Projects will be delivered within a 6 Sigma structure and green belt. The associate appointed should be able to train candidates up to a minimum of Green Belt standard and to a recognised accreditation process. The total estimated number of support days per year for the Lean Six Sigma lot is 120 days. It is anticipated up to 2 SMAS associates will be appointed to this lot. The specific experience is required in: 6 Sigma training, 6 Sigma project delivery, DMAIC approach, Statistical techniques and analysis, Mini-TAB or (equivalent) software, Lean six sigma approach. Bidders should note that the value quoted below is for the full 4 year duration of the framework.

Renewal: The framework will be for an initial 3 years duration with the option to extend for a further 12 months

Quality

It is anticipated up to 2 SMAS associates will be appointed to this lot. The total estimated number of support days per year for the Quality lot is 50 days. Tools and techniques that should be familiar include: Gap Analysis, FMEA, Problem solving tools, TQM, Quality Management Systems, SPC, VOC, Quality Function Deployment Bidders should note that the value quoted below is for the full 4 year duration of the framework.

Renewal: The framework will be for an initial 3 years duration with the option to extend for a further 12 months

Process Mapping/VSM

It is anticipated up to 2 SMAS associates will be appointed to this lot. The total estimated number of support days per year for the Process Mapping/VSM lot is 80 days. Tools and techniques that you should be familiar with are: process mapping, lean manufacture, change management, value stream mapping, future state modelling, benefits analysis. Bidders should note that the value quoted below is for the full 4 year duration of the framework.

Manufacturing Engineering Support

It is anticipated up to 2 SMAS associates will be appointed to this lot.The total estimated number of support days per year for the Manufacturing Engineering Support lot is 50 days. Tools and techniques that you should be familiar with include : new product development, process re-engineering, Modelling, Design and Alaysis, Asset care, New product introduction, Change management, Total Productive maintenance. Bidders should note that the value quoted below is for the full 4 year duration of the framework.

Strategic Supply Chain Development

It is anticipated up to 2 SMAS associates will be appointed to this lot. The total estimated number of support days per year for the Strategic Supply Chain Development lot is 50 days.
