The Highland Council - Dynamic Purchasing System - Transport Services
Notice Description
The Highland Council are establishing a Dynamic Purchasing System for Passenger Transport (including public and school transport). The Dynamic Purchasing System includes Lots for Dedicated School Transport, Local Bus Services and Combined Local Bus/School Transport Services, Demand-responsive A2B Dial-A-Bus Services, Additional Support Needs Transport, Transport requirements for Looked-after Children. Subject to agreeing a joint working arrangement with NHS Highland, the DPS may also include aspects of social care transport and patient transport services.
Lot Information
Emergency Contracts: All Vehicle Sizes and All Areas
Emergency contracts for all vehicle sizes and all areas for emergency requirements.. All suppliers who select to be included in Lot 5 of the DPS must agree to expediated timescale of 2 days in order for it to be advertised via PCS-T. If suppliers do not agree these will be advertised via the quick quote facility of PCS.

Where applicable the Mini-competition will advise that Community Benefits will be required in bidder proposals for evaluation purposes using the scoring criteria (which will also be detailed in the tender documents applicable). As a guide, some examples of community benefits considered to be proportionate and relevant to this DPS include but are not limited to: Enhanced provision or assistance for passengers with disabilities, sight impairment or mobility issues Environmental standards, including vehicle emissions, vehicle emissions class, fuel efficiency, energy efficiency and sourcing/use/disposal of materials Enabling or assisting community projects or activities (e.g. general volunteering, donation of surplus materials/equipment or providing professional expertise) Supporting local economic development (e.g. through subcontracting, use of local materials or labour) Fair working practices including encouraging commitment to payment of the Real Living Wage and progressive approaches to gender pay gaps Local employment, education and training opportunities (e.g. apprenticeships, placements and potential opportunities or experience for college/university students) The above list is not exhaustive. Bidders will be encouraged to volunteer additional quantities or themes at any stage of contract performance. The Council will assess the Community Benefits proposed (including equivalent alternatives) against published criteria and where considered relevant and proportionate they shall be incorporated into the call off contract.
