Summary of the contracting process

The public procurement process, initiated by the Tayside Procurement Consortium, focuses on establishing a Flexible Framework for Counselling in Schools (TPC2011) within the education sector. This open tender is aimed at providing counselling services primarily for secondary school pupils across Angus, Dundee City, and Perth and Kinross Council areas. The tender period closed on 3rd September 2020, while the framework is set to be operational from 1st November 2020 until 31st December 2021, with a potential extension. The contract was awarded to multiple suppliers, with an overall tender value of approximately £4,409,592.

This tender creates significant opportunities for small and medium-sized enterprises (SMEs) in the counselling and mental health services industry, particularly those with expertise in delivering school-based psychological support. Businesses that can provide qualified counsellors adhering to professional standards and best practices are well-suited to compete in this framework. The inclusion of various suppliers indicates a market open to collaboration, allowing new entrants to offer their services and potentially expand their impact within local communities.
