Notice Description

The provision of a term maintenance contract for a 24hr/ 7day multi trade reactive maintenance repair and [provisional] follow up replacement works throughout the Association's 1314 tenanted and 99 factored flats/ houses, offices and care home facilities in Arden, Darnley and North Pollok, Glasgow G46 & G53. Repairs and renewals will be categorised under the Right to Repair Statutory Scheme as emergency, urgent or routine. Trades to be provided may include: labourer; joiner; plumber; electrician; plasterer; painter/ decorator; tiler; glazier; roofer/ slater; blacksmith & TV aerial/ door entry engineer. The requirements may also include: asbestos inspection, surveys and testing; rot reports & eradication; door entry servicing/ repairs; drain clearance/ repairs; gutter cleaning; temporary shuttering/ property security; property clearance; pest control; Energy Performance Certificates; roof repairs and reports. Works operations to be provided under this contract shall also be as listed within the [Draft] Schedule of Rates attached. The initial contract period will be to 31st March 2022, with options to extend the framework contract solely at the Employer's discretion on an annual basis thereafter to 31st March 2026.

The tender documents comprise: Stage 1- the ESPD document [relevant experience within the last 5 years and minimum selection standards]; The ESPD evaluation will be pass/ fail for the minimum selection standards and Part 4C.1 [relevant examples] will be assessed from bidders responses including: Experience, administration & supervisory roles/ arrangements; Trades in-house or sub-contracted; Communications and reporting; KPI statistics; and Completions & invoicing. Scores will be /100 and converted to a percentage. The six highest scoring contractors will be invited to proceed to stage 2 tender. Stage 2 [only for candidates successful at Stage 1]- comprises the Specification of Works [contract & tender pricing document] including attachments; and the Tender Quality Questionnaire [TQQ]. The stage 2 tender evaluation will comprise your quality score for the TQQ; and the Contract Sum stated on the Form of Tender. The criteria for scoring will be to reach a total percentage score as follows: Price (tender)- deducting 1% from 100 for every percentage point each tender is in excess of the lowest tender, prior to weighting. Quality- out of 100 for your TQQ submission, ranked in relation to the other candidates. The candidates will be scored relative to each other (best answer scoring highest), based on the Employer's individual aspirations/ requirements and the information provided by the candidate(s).. Candidates must refer to the Stage 1 Instructions to Contractors and project Criteria.

Renewal: The contract period is 1st April 2021 to 31st March 2022, with options to extend the contract solely at the Employer's discretion on an annual basis thereafter to 31st March 2026.
