Notice Description

North Ayrshire Council requires a suitably qualified service provider(s) for the provision of gas and electrical installation audits to domestic properties within the area of North Ayrshire including the islands of Arran and Cumbrae. A new contract is required to undertake gas and electrical audits for new installations, servicing and repairs carried out by our gas and electrical installers. This is to ensure electrical and gas installations carried out by NAC contractors have been undertaken to a satisfactory standard and are operating safely. It is envisaged that audits will be undertaken on 10% of all our contractors' installations, servicing and repairs. The % of audits will vary dependent on the annual programme size for new installations, services and repairs. It is estimated there will be approximately 70 audits overall per month broken down as follows: Gas Audits - 50 per month Electrical Testing Audits - 15 per month Electrical Installations - 5 per month The scope of services is divided into 2 lots. Bidders may submit tenders for either one or both lots. It will be a requirement that bidders must have the appropriate certificates and qualifications (or equivalent), as detailed in section 1.1 of the invitation to tender for each lot they submit a bid for.

NAC/2177 Gas Audits

The quality audit will require the appliances to be dismantled in line with best practice to verify the correct operation of that appliance and facilitate the inspection of areas not normally visible, i.e. heat exchangers, burners, fireplace recesses and flueing aspects. This will then enable a professional judgment to be made on the work that has been performed. All unsafe installations will be dealt appropriately following the current version of IGEM/G/11, North Ayrshire Council must be notified from site and any supply issue must be reported to the ESP. It is estimated there will be approximately 50 audits overall per month. The number of gas audits required may vary as it is intended that the post inspection auditing periods will coincide with the gas service programme that runs continuously with each property planned on a 10-month cycle.

Renewal: Option to extend up to 24 months at the sole discretion of NAC and subject to satisfactory performance and funding.

NAC/2177 Electrical Audits

To work with the client and contractors to assist in resolving all electrical safety issues and provide recommendations for improvement. The quality audit will require the electrical installation to be visually inspected and sample verification tests undertaken in line with best practice to verify that the electrical installation condition (EICR) Electrical Installation Certificate (EIC) or Minor Electrical Installation Works Certificate (MEIWC) gives a valid reflection of the condition of the installation and that any observations are reflective of industry best practice. It is estimated there will be approximately 20 electrical audits overall per month broken down as follows: Electrical Testing Audits - 15 per month Electrical Installations - 5 per month. The number of audits may vary as it intended that the post inspection auditing periods will coincide with the electrical periodic inspections, electrical installation and upgrade programmes.

Renewal: Option to extend up to 24 months at the sole discretion of NAC and subject to satisfactory performance and funding.
