This contract will be awarded using the Open Procedure. This is a single stage process comprising an European Single Procurement Document ESPD (selection criteria) and an ITT (award criteria). Tenderers are required to complete and submit the ESPD, the ITT quality submission and price all at the same time. The ESPD submissions from all Tenderers will be assessed initially (selection stage). Only those Tenderers that pass this selection stage will have their ITT quality submission and price assessed.
