Notice Description

The Scottish Government requires to appoint a suitably competent Supplier to provide a cloud-based software solution to store, manage and analyse the organisation's environmental performance and sustainability data. The solution must provide full carbon accounting functions and a suite of reporting tools and mechanisms to allow the Scottish Government to report on all aspects of environmental performance and carbon emissions across its Estate and activities. Acquiring the solution presents a significant opportunity for the Scottish Government to: - Enhance management of existing carbon related information; - Increase the accuracy, speed and scope of carbon reporting; - Engage with the supply chain to drive enhanced sustainability and carbon reporting relating to purchased goods and services; - Expand reporting into all relevant Scope 3 categories; - Track progress against Science Based and other targets; - Access automated reports; - Increase access to, and visibility of, environmental data across the organisation.

The Scottish Government is required to comply with environmental and sustainability legislation. Utilising the solution will assist the Scottish Government in data collection, management and reporting to the specific legislative requirements stated below, subject to future changes: - Scottish Government carbon reporting requirements; - Scottish Government national climate change performance targets; and - UK & European energy and climate change targets. The Scottish Government's Programme for Government 2020-21 states that regulations will shortly be introduced requiring public bodies (including the SG itself) to set dates for when they will become net zero emitters and introduce science based targets (SBTs) for their emissions. It is therefore vital that the solution will offer the capability to track progress against the various net zero trajectories and SBTs. The solution will streamline existing data management arrangements and provide enhanced and accessible management information. The solution will enable full carbon accounting and emissions reporting in line with the GHG Protocol Corporate Standard and the GHG Protocol Corporate Value Chain (Scope 3) Standard. The solution will offer the facility to track progress against science based targets (SBTs), other user-defined targets and key milestones. The software solution will replace the existing system, an in-house data warehouse which has reached natural end of life.

Renewal: 36 month contract with 2 optional extension periods of 12 months.
