Summary of the contracting process

The South Lanarkshire Council is initiating a tender process titled "Continuing Care for Care Experienced Young People," aimed at enhancing support services for young individuals transitioning from fostering or residential care. This initiative falls under the services category and is particularly focused on providing community-based supportive accommodation within South Lanarkshire, UK. Currently, the procurement process is in the planning stage, with a market engagement questionnaire published on 19th November 2020. The council has allocated a budget of £1,200,000 for this initiative, with future notices expected around 17th February 2021.

This tender presents significant opportunities for businesses specialising in social care, accommodation provision, and support services for vulnerable populations. Companies equipped to offer high levels of care and emergency accommodation, as well as those capable of developing tailored supportive services for young adults aged 16 to 21, would be well-poised to compete. Potential bidders are encouraged to engage with the Council's proposed service model, which seeks feedback on innovative solutions that can facilitate independent living for care-experienced young people.

Lot Information

Lot 1

The Council has a requirement to enhance the provision of Continuing Care and Aftercare for Care Experienced Young People. It has been identified that a number of young people who wish to leave fostering or residential care are not able to live independently due to the lack of a targeted bespoke service which provides community based supportive accommodation with a high level of support and 24/7 out of hours response. PROPOSED MODEL The Council is currently considering the below model, and would welcome feedback from potential bidders on this: The proposed service will include 2 main elements:- 1. 24/7 Intensive Support As part of the Council's commitment to develop a wider range of options for young people who choose to leave care, the Council is looking to commission a model of high level support with accommodation for 16 to 21 year olds (individual self-contained rooms and communal areas and/or 24/7 staffed shared houses) with support staff available 24 hours, 7 days per week. 2. Emergency Accommodation The service will also have capacity to provide safe emergency accommodation and support that some young people will require as an emergency / short term alternative until they resolve the cause of crisis. The model needs to take into account that Young People's needs for accommodation and support can change on a daily basis and the service can respond to emergency placements.
