Notice Description

With a view to providing fit for purpose and future proofed communal waste and recycling facilities, the City of Edinburgh Council (the Council) are undertaking a Communal Bin Review (CBR) project, whereby they intend to inspect the current communal bins and then (as required) relocate, refurbish and replace the existing communal bins and provide additional communal bins and communal bin housings.It is also intended that use of the contracts resultant from this procurement process will extend beyond the CBR project to Waste and Cleansing Service's business as usual (BAU) requirements for in-scope goods/services that arise during the contract period.To supply this requirement, the Council are seeking to put a multi-lot/multi-supplier contract in place as follows:Lot 1 - Supply of Communal Bins & Spare Parts: A single supplier will be appointed to supply each of the following sub-lots (A to E) following a mini competition utilising Lot 2 (Wheeled & Non-Wheeled Containers over 500L) of the SXL Framework for Recycle and Refuse Containers (Ref: 0117).A - Refurbished or new 1280L + 1100L black metal wheeled bin with black lid, wider aperture and Spares: wheels, brakes, chevron, locks, flaps.B - Refurbished or new 1280L + 1100L black metal wheeled bin with green reverse lid with recycling aperture and Spares: wheels, brakes, chevron, locks, flaps.C - New 1280L green reverse lid with recycling aperture to fit any manufacturer's 1280L body bin.D - Refurbished or new 660L black metal wheeled bin with purple lid (for glass) with twin brush aperture and Spares: wheels, brakes, chevron, locks, flaps.E - Refurbished or new 500L black metal wheeled bin with food waste grey lid and Spares: wheels, brakes, chevron, locks, flaps.Detailed descriptions of the items required and estimated volumes are provided within the attached tender documentation. Only suppliers on Lot 2 of the aforementioned SXL framework may bid. Suppliers may bid for and may be awarded the contract for one or more sub-lots.Lot 2 - Supply of Communal Bin Housings & Spare Parts: A single supplier will be appointed to supply communal bin housings & related spare parts following a mini competition utilising Lot 5 (Urban Waste including Bin Housings) of the SXL Framework for Recycle and Refuse Containers (Ref: 0117). A detailed description of the item required and estimated volumes are provided within the attached tender documentation. Only suppliers on Lot 5 on the aforementioned SXL framework may bid.Lot 3 - Provision of Refurbishment Service for Existing Communal Bins: A single supplier will be appointed to provide a refurbishment service for existing communal bins following a mini competition utilising the SXL Framework for Recycle and Refuse Containers (Ref: 0117). A detailed description of required service and estimated volumes are included within the attached tender documentation. All SXL framework suppliers receiving this invitation may bid.The contracts resulting from this procurement process will commence in March 2021 and last for a period of 2 years with the option to extend for two further periods of up to 12 months (undertaken at the sole discretion of the Council).Tenderers should note that volumes provided within these tender documents are anticipated estimates only and that the Council can offer no guarantees as to the actual volumes, which will vary.
