Heat Network Operator - RFI
Notice Description
Aberdeen City Council (ACC) are embarking upon a project to create an extension to the Torry Heat District Heating Network within the City. The primary heat source for the extended heat network is to become the NESS Energy-from-Waste (EfW) facility being developed as a joint project by Aberdeen City, Aberdeenshire and Moray Councils. The EfW facility, which is being developed as an entirely separate project, will be located to the East Tullos industrial estate to the south of Torry. In addition to procurements for the actual construction of this network, ACC will be undertaking a procurement exercise to appoint an operator for the site. It is anticipated that the Torry Heat Network will be developed in phases to provide cost effective low carbon heat to the community in Torry and surrounding areas. It is envisaged that these major extensions will be undertaken as construction contracts separate from this proposed operations contract. It is intended, however, that the appointed Operations Contractor will provide advice to the Council during the development of these further major phases (prior to becoming the operator of these new phases). It is envisaged that the Operations Contractor will promote the development of the network amongst potential customers, undertake smaller scale (logical growth) network developments, and individual household connections within neighbourhoods served by the primary heat network infrastructure. This current exercise is therefore to allow for initial market engagement to invite feedback from interested parties as to just how this procurement should best be shaped. This RFI is to assist with the design of a procurement to appoint an operator. The Council intends to appoint an Operating Contractor during 2021, with the intention that this Contractor will provide advice to the Council during the detailed design and construction phase of the Torry Heat Network by the, yet to be appointed, Design and Build Construction Contractor. The network operations are expected to commence late 2022, to the parts of the network that are operable at this estimated time. Provisional Practical Completion of the full construction contract is due to be achieved in early 2023, at which time the Operations Contractor is to take over the running of the full network. There is however to be an extended soft landing of the construction contract, with Finalised Practical Completion being achieved after a two-year defects and commissioning period.
