Moray Growth Deal Dallas Dhu - Design Team
Notice Description
This covers the Dallas Dhu site in Forres which has been specifically identified for a first phase of carbon conscious affordable homes, incorporating innovative sustainable design solutions and embedding digital health through the delivery of smart homes. 1.4 The Moray Growth Deal Housing Mix Board wishes to appoint a multi-disciplinary Design Team to secure detailed planning permission for a Phase 1 development of affordable housing, serviced plots for private/self-build homes and serviced plots for an housing innovation project. Alongside an indicative layout for the remainder of the site and provision of necessary infrastructure to enable this area to be unlocked for private housing. In addition to securing planning permission for the Dallas Dhu site the Design Team will be required to design a new range of contemporary and traditional house types suitable for use at Dallas Dhu as well as use at other MGD housing mix locations including the Buckie coastal towns and villages and Speyside.

Lot 1
1.1 The Moray Growth Deal is a UK and Scottish Government funded initiative, supported by Moray Council, HIE, UHI/Moray College and other partners which is designed to boost economic growth across Moray. It is a long-term plan centred on 8 projects designed to transform the Moray economy, address concerns around encouraging young people to live and work in the area and address gender inequalities in employment. Further details are available at www.mymoray.co.uk/moray-growth-deal 1.2 The Housing Mix project is one of the 8 projects being supported through the Growth Deal to release constrained sites and support the delivery of affordable homes in a range of tenures, in and adjacent to town centres and in rural villages using innovative design solutions. Developing these sites will also unlock land and simplify the regulatory processes to enable the delivery of private housing. 1.3 In addition to securing planning permission for the Dallas Dhu site the Design Team will be required to design a new range of contemporary and traditional house types suitable for use at Dallas Dhu as well as use at other Moray Growth Deal housing mix locations including the Buckie coastal towns and villages and Speyside. Organisations not engaging at this stage are not precluded from submitting a bid during the tendering stage. Moray Council would like to engage with the market asking that you respond to the following questions by emailing procurement@moray.gov.uk by 15/01/21. 1. Please advise which of the projects you are interested in. If you are not interested in particular projects, please advise why? 2. Are the business aims realistic? Is the business attractive? 3. What do you see as the risks? 4. What are the major cost drivers and how can these be minimised? 5. Do you have the capacity to meet project timescales? 6. Are there other, better approaches? 7. What added value, in terms of sustainability, you provide related to this contract? 8. How can you provide added value in terms of community growth? 9. Can you share examples of good or bad practice in terms of how others have tried to secure these services. 10. What can we do to ensure clarity and improve the tendering process for potential suppliers?.
