Summary of the contracting process

West Lothian Council is seeking to provide an advocacy service for children and young people, specifically those aged 5 to 21 and up to 25 for individuals receiving continuing care. The procurement method is an open procedure, with the current procurement stage being complete. This initiative comes with a budget of £240,000 and is intended to serve various locations, primarily within the West Lothian geographical area. The contract was officially signed on 13th July 2021, following a bidding period which concluded on 8th June 2021.

This tender presents an excellent opportunity for organisations specialising in social services, particularly those oriented towards children's advocacy or support for young individuals with disabilities or mental health challenges. Companies ideally suited to compete would be those with a solid understanding of children's rights and the capacity to navigate complex social care requirements. As the service is designed to cater to a diverse demographic, including looked-after children and those facing additional support needs, businesses should demonstrate experience in providing tailored advocacy services across various communication methods.

The advocate will be expected to contact the young person if certain circumstances arise in the child's care e.g. attendance at a LAC review or children's hearing. It will be incumbent on the Advocate to maintain regular contact and build up a relationship with the young person during the course of the contract allowing the young person to become comfortable in engaging with the advocate. For information presently 450 children are looked after by WLHSCP The service will be available throughout the year with the exception of the main public holidays This tender has a fixed budget so will be evaluated 100% on the quality questions, with bidders requiring to confirm they can provide the service for the budget available. "description": "Re SPD question 4B.6 West Lothian Council will use Dun and Bradstreet's DBAi financial reporting system to assess the financial stability of tenderers. Tenderers with a Failure Score of 35 or above on the DBAi system will be deemed to have evidenced satisfactory financial stability. Please note that 34 or less will not be considered as having met this criteria. If a tenderer has a Failure Score of less than 35, the tenderer may be required to submit their last three years accounts. In the event that the tenderer is not required to publish accounts and therefore does not have a Dun & Bradstreet or equivalent rating, tenderers should be able to provide financial accounts when requested. The council will then conduct an analysis of the accounts to ensure that there is no significant financial risk. Please note that if you intend on attaching 2 years accounts, these must include financial data over a 3 year period. It is recommended that candidates review their own Dun & Bradstreet Score in advance of submitting their tender. If following this review tenderers consider that the Dun & Bradstreet Score does not reflect their current financial status, details of this should be provided, complete with evidence of a good high street credit rating (the equivalent of Dun & Bradstreet score 35) from a recognised credit referencing agency. The council will review any such information as part of the evaluation of Tenderer's financial status. In the event that a firm does not meet the financial criteria for consideration but has a parent company that does, the firm may still be eligible for consideration where their Tender Submission is supported by a Parent Company Guarantee. Should after review of the financial evaluation the tenderer fail, then the tender submission may be rejected.",
