The Scottish Government is considering the establishment of a contract for the provision of a Collaborative Spend Analytics Service. This is to replace the Scottish Procurement Information Hub contract which is due to expire in 2022.

The Scottish Government is considering the establishment of a contract for the provision of a Collaborative Spend Analytics Service. This is to replace the Scottish Procurement Information Hub contract which is due to expire in 2022. The current spend analysis tool is used to provide a collaborative view of procurement spend information and to identify collaborative procurement opportunities through the analysis of accounts payable data and contract information. Over 14bn GBP of Scottish public sector procurement spend data was recorded and analysed in financial year 2018/19. The supplier will be responsible for providing a cloud based spend analytics tool and other associated services to over 100 Scottish public sector bodies and organisations across central government, local government, NHS Scotland and Scottish higher and further education institutions. The scope of the new contract is currently being considered however is likely to include the following: - Data analysis: including accounts payable, transactional and supplier data - Data sanitisation, standardisation and enrichment - Data gathering and validation - Category spend analysis - Data reporting - Cloud based The solution may be required to interface with other solutions that are part of the Scottish Governments eCommerce Shared Service. The resultant output from the solution will be used by public sector bodies to perform a wide range of analysis on procurement spend to allow the identification of potential collaborative opportunities and transactional efficiencies. For example, identifying spend: - with key suppliers - with SMEs (Small to Medium Enterprises) - on collaborative contracts - by geographical location - by commodity category Reporting will be required at an individual public body level as well as at a national level by the Scottish Government..
