Summary of the contracting process

The South Lanarkshire Council has completed the procurement process for "The Blues Programme," aimed at providing an evidence-based early intervention programme for young people, primarily focusing on mental health support. This initiative falls within the services sector and takes place in South Lanarkshire, where the council is based at the Council Headquarters in Hamilton. The procurement method used was limited, specifically an award procedure without prior publication of a call for competition, which reflects the exclusive rights related to the programme. The contract, awarded to Action for Children Services Ltd, is valued at £243,704 and was signed on 25th January 2021, marking the end of the tender stage and signalling the transition into contract execution.

This tender presents a significant opportunity for expansion in the mental health services sector, particularly for organisations that specialise in educational interventions and emotional well-being support for young people. Businesses that offer innovative mental health programmes or have experience working within educational settings would be well-suited to compete in similar future tenders. The focus on addressing the mental health impacts of the Covid-19 pandemic creates a conducive environment for providers who can deliver evidence-based solutions to ensure positive outcomes for pupils during this critical time.
