Notice Description

The Scottish Fire and Rescue Service is seeking advice from the market on the provision of solutions for our People/Payroll and Finance functions that will allow us to transform our operations in these functional areas.

The Scottish Fire and Rescue Service currently use iTrent (Midland HR) for our People/Payroll function and Technology One Financials (Technology One Corp) for our Finance function. Both these systems were implemented at or around the time of the creation of the single Scottish Fire Service in 2013 when the business driver was the merger of legacy systems. Eight years on from that and looking forward to the next ten years, the business driver is now to transform how we operate both these functions. Leveraging the benefits of Cloud technology, we aim to implement systems that are fully integrated and that are underpinned by industry standard, off the shelf processes that the Scottish Fire and Rescue Service will adopt. These processes will be by design, leaner and more agile than our current processes and allow us to deliver a first-class quality of service to not only our People/Payroll and Finance practitioners but to all our people regardless of function or location. This stage of our journey forms part of a much wider programme which aims to deliver a similar level of transformation to our training, rostering and asset management functions. Recognising the need for an appropriate pace of change, the initial focus for our programme is on our People/Payroll and Finance functions. We are keen to hear from the market what solution approach will best allow us to realise the level of transformation we are seeking, whether that be separate solutions that can be fully integrated or a single unified system. In both scenarios, boomi (supplied by Dell) will provide the integration platform connecting all the systems within scope of the programme. A supplier session will be held remotely via Microsoft Teams on Wednesday 21st April 2021 from 13:30 to 16:00 at which the Scottish Fire and Rescue Service will provide an overview of the overarching programme and more details on this first tranche focussing on People/Payroll and Finance. Attendees will also be given the opportunity to ask questions. Following on from this event, on the week commencing 3rd May 2021, suitably qualified suppliers will have to opportunity to book one to one remote sessions with the Scottish Fire and Rescue Service to discuss how their solutions can help us realise our objectives.
