Provision of Parking Management Solutions - Cashless Parking and Permit Management to Ayrshire Roads Alliance (East and South Ayrshire Council)

Lot Information

Provision of a Cashless Parking Solution

The Service Provider is required to manage and operate a cashless payment facility (including but not limited to supply of associated software, software development, training, integration and project management) that will provide the Council's parking customers (end users) with the ability to pay for parking sessions without the need to physically insert coins into parking ticket machines. The service is required 24 hours a day 7 days a week, including Bank Holidays with the exception of Christmas Day and New Year's Day. During the initial implementation phase of the contract the Service Provider is required to provide and apply adhesive signage to car park ticket machines and / or signage as appropriate. The aim of the Cashless Parking Solution is to assist the Council with achieving a minimum of 90% of all parking sessions paid for via the cashless system.

Renewal: The initial contract period is 3 years with the option to extend annually for a period of 2 years.

Provision of a Permit Management Solution

The Council currently offers a range of parking permits for various scenarios across the towns of Kilmarnock and Ayr. The existing systems are paper based and do not compliment the Councils aims and aspirations in relation to the digitisation of services. The Service Provider shall be required to provide a parking permit management and allocation system which is web based and allows customers to upload supporting documents for verification purposes and allocate virtual permits in accordance with set criteria/parameters. The parking permit management system shall be an all-inclusive system from application to approval and payment and it shall as a minimum: Accept applications made directly to the system, Issue virtual parking permits, Track changes to information made by the back office staff or the customer, Provide applicants with the rules and regulations for permit use, Keep applicants updated on the permit application process, Allow general communications to permit holders, and, Communicate with the Parking Attendant's handheld devices and transmit live permit information. Offer permits based on various denominations - Car Park, Residents and Business etc.
