Award of Senior Business Analyst for Social Security Scotland

1 X Senior Business Analyst based in 220 High Street Glasgow.Following the Scotland Act 2016 a number of social security benefits are in the process of being devolved from DWP (Dept of Work & Pensions) to Social Security Scotland. An extensive programme of work is underway to transfer the administration a number of benefits from DWP.This post will form a part of the Scottish Social Security Agency Finance team.The role is responsible for working with the Agency Finance Systems & Process Lead and Social Security Programme to design, implement and improve financial systems, processes and controls for the Agency to effectively administer benefit payments, as devolved.This is a high-profile and exciting area, with continuing political, public and media interest. Social Security Scotland is split across two main locations, the headquarters in Dundee with Glasgow the other main location.The post holder will be responsible for collaborating with the Social Security Programme and the Social Security Scotland Finance team on project related activities, to implement an effective payment process for each new benefit and to ensure accounting, reporting and financial control requirements are met.Duties will include:* Business Analysis - applying a range of business analysis techniques to analyse the current state, as is, people, processes and technology to guide payment related service design and ability to investigate problems, lead options appraisals and propose solutions* Business Process Modelling - Developing as-is and to-be process flows taking into account user needs & key financial control requirements. Organise, lead and facilitate workshops with key stakeholders and users, as required, to align on process design* Requirements Definition and Management - Supporting the development of user stories to define Finance requirements using Agile methodology and ability to impact and prioritise these and manage delivery* Continuous Improvement - being able to critically evaluate current payment related systems and processes, and identify opportunities to optimise these* Business Process Testing - being able to define test strategy and create test cases and traceability records, from test cases back to requirements* Stakeholder Relationship Management - being able to develop and manage effective working relationships with key stakeholders. This will involve communicating with stakeholders clearly and regularly, clarifying mutual needs and commitments through consultation and consideration of impacts while focusing on the end-user needs* Subject Matter Expertise - Developing technical knowledge of an internal case management system to be able to support operational Finance teams with payment issues and propose solutions* Guidance and Training - being able to impact what changes are needed to guidance and training materials for any changes delivered and support the development and delivery of guidance and training materials* Innovation - lead, coach and motivate others to innovate in their work
