Fail= The Tenderer does not confirm that a Quality Management system is in place in line with statement on 4D.1.1 or that no evidence has been provided by the Tenderer or the evidence provided by the Tenderer is not robust and detailed enough to meet with the Authority's Quality Management requirements as per statement on 4D.1.1."
