River Clyde Homes is a forward thinking 'not for profit' affordable housing provider that owns and manages over 5,800 homes and provides factoring services to a further 2,200 homes in the Inverclyde area. We hold the Investors in People Gold standard, and employ over 250 members of staff, including 58 specialist trades operatives. River Clyde Homes require to procure the services of an experience and competent firm to provide treasury advisory services.

River Clyde Homes is looking to procure an experienced Treasury Advisory Firm to provide Treasury Management services. The successful bidder will require be required to: - Prepare and advise on the Treasury Management Strategy & Policy, for annual review and approval. - Provide added value services centered around borrowing and investment decisions, treasury market, economic and sector developments, as required - Provide guidance and training to Committee, Board Members and Executive Management River Clyde Homes envisages a close working relationship with a Treasury advisor that understands RCH's business model and who provides timely reliable and consistent advice to assist RCH's Management team in making informed business decisions. Specific Requirements - Provide annual review of Treasury Strategy in June each year, for 2021, by early November 2021. - Provide annual review of Treasury Policy in June each year, ensuring the document is compliant with CIPFA guidelines. - Timely treasury information service to cover all relevant market data including relevant forecasts, and encompassing but not limited to: - Interest rates - Inflation - Sector trends - Funding - Financial - Credit rating - A minimum of 2 Board meetings to be attended each year. The preferred bidder must also provide a timely response to any ad-hoc queries and requests, e.g. training requests or presentation of advice, and at all times provide a high quality service.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 8 and 9 of the Procurement (Scotland) Regulations 2016.
