South Lanarkshire Council require the commissioning of a consultant to provide advice on South Lanarkshire transitioning to a net-zero economy and climate resilient. The a study is to be undertaken across South Lanarkshire to understand the following:- - Who are the biggest contributors in South Lanarkshire in terms of carbon emissions from the domestic, transport, business/industry, and land use sectors - using available data e.g. BEIS emission datasets etc. - the potential for carbon sequestration across South Lanarkshire - the risk across South Lanarkshire in term of the impacts of climate change and who are most at risk, and maximising any opportunities in terms of our changing climate; - the scale of work required in the transition to net-zero and climate resilience; providing indicative cost/investment required; key stakeholders and partners who would be responsible for taking action, how early net-zero can be realistically achieved across the area and for each sector; and recommendations for a collaborative approach for South Lanarkshire in tackling this issue - the landscape across South Lanarkshire in terms of what would be required in the transition to further the transition to a circular economy - how and when the Council could meet zero direct emissions and net zero emissions for their own carbon footprint and what investment would be required to do this - How decisions across South Lanarkshire can affect emissions and to what extent the Council can influence change The Council would be looking for the consultant to develop a blue-print for South Lanarkshire with recommendations on the transition to a net-zero and circular economy and to be climate resilient. The underpinning principles of the blue-print should be a just transition to net-zero, climate justice ensuring that the inequality gap is not widened in terms of the impacts of our climate, and to consider the need to address biodiversity loss. The Council would want the blue-print to help to attract further investment to the area.
