Maintenance of Portable Fire Fighting Equipment
Notice Description
South Lanarkshire Council has a requirement to maintain portable firefighting equipment, comprising regular checks across a range of Council properties, including Principal Offices and Educational facilities. The Council's Procurement Service identified a suitable and accessible Scotland Excel Framework (SXL) - OJEU Reference 2018/S013-025828 for the Supply, Delivery, Servicing and Maintenance of Fire Safety Products 16-17. Within the Scotland Excel Framework guidance documents users can select which supplier to call off from based on an assessment of their own individual needs to ensure policies and internal governance can be justified with sound commercial reasons. On review of the options available to South Lanarkshire Council under the Scotland Excel Framework it was agreed that by directly selecting the highest ranked contractor M & S Fire Protection (Glasgow) Ltd for both Lots 1 and 2 framework would provide best value to the Council.
Lot Information
Fire Safety Products (including signage)
As part of the Council's fire safety procedures, we require the supply, delivery and installation of fire extinguishers, fire blankets and associated products including associated signage products. The Council's Procurement Service identified the Scotland Excel (SXL) - OJEU Reference 2018/S 013-025828 Supply, Delivery, Servicing and Maintenance of Fire Safety Products 16-17 as a suitable Framework. This Framework is compliant with UK/EU procurement legislation and allows members to select a suitable supplier via a direct award or a mini competition from those appointed within the relevant Lots. All contractors have been assessed under European Single Procurement Document (ESPD) during the appointment process. To ensure that best value was being achieved for the Council an evaluation of historical and future spend was undertaken based on Lot 1 - Fire Safety Products (including signage) of the Framework. Within Lot 1 the highest ranked contractor was M & S Fire Protection (Glasgow) Ltd and on review above evaluation it was agreed that this would provide best value to the Council. The contract period for this Direct Award to Lot 1 is 29 September 2021 until 28 September 2023 with the option to extend for up to a further 24 months.
Service, Repair and Maintenance of Fire Safety ProductsThe Council's fire safety products require annual and extended servicing as well as ad hoc repairs and fire risk assessments. The Council's Procurement Service identified a suitable and accessible Framework as follows: Scotland Excel (SXL) - OJEU Reference 2018/S 013-025828 Supply, Delivery, Servicing and Maintenance of Fire Safety Products 16-17. Lot 2 of this Framework - Servicing, Repair & Maintenance of Fire Safety Products.
