Notice Description

The City of Edinburgh Council (the Council) are in the early stages of planning the re-tendering of the Aids for Daily Living Equipment Supply Contract and the Aids for Daily Living Equipment Servicing & Maintenance Contract, both of which have been extended to 31 May 2022, with the intention of merging both contracts into a single contract moving forward. The Council is currently examining options in terms of "route to market" which will likely be either 1. utilising an existing national framework agreement or 2. undertaking an open procedure competitive tender process. The Council is seeking to appoint a single organisation or consortium which have the capacity and infrastructure to deliver the entire portfolio of goods and services in the required geographical area, and the purpose of this Prior Information Notice (PIN) is to assess the number of suppliers in the market which fit that criteria and would be interested in tendering. Lot 1

The City of Edinburgh Council provide equipment and adaptations to meet the needs of Citizens with illness or disability, enabling them to remain living at home independently, supporting hospital discharges and preventing admissions to hospital. Equipment and adaptations are also installed in schools, care homes and Council managed public buildings such as leisure and community centres. This service includes provisions for adults and children with complex health and care needs. The equipment and adaptations are managed and distributed by the Community Equipment Stores (ATEC24) on behalf of the City of Edinburgh Council, East Lothian Council, Midlothian Lothian Council and NHS Lothian following professional referral from various sources. The City of Edinburgh Council is seeking to appoint a single organisation or consortium which have the capacity and infrastructure to deliver the entire goods and services in the required geographical area. Aids for Daily Living Equipment Supply - The contracted supplier would be required to supply a wide range of Aids for Daily Living such as grab rails, bath seats, hoists, seating and dynamic mattresses etc. to ATEC24 for the aforementioned purposes. It is estimated that 80,000 items of equipment are issued annually. Aids for Daily Living Equipment Servicing & Maintenance - By law some of the equipment requires to be regularly serviced and maintained. These services will be provided by the contracted supplier who will undertake the servicing and maintenance as instructed by ATEC24. It is estimated that 10,000 items of equipment are serviced/maintained annually. Protecting Vulnerable Groups (PVG) - All person employed in the delivery aspect of the requirement (including its supervision) will have undergone appropriate vetting by Disclosure Scotland.. The Contract Value at section II.1.5 is estimated contract value for a 4 year period. The Type of contract at section II.1.3 is both Supplies and Services.
