Notice Description

Ferguslie Park Housing Association (FPHA) are seeking to appoint a design team to work with the Association in order to develop a series of improvements to the external areas of the properties that we manage.

FPHA has a housing stock mostly dominated by low-rise terraced houses and cottage flats, the majority of the stock owned and managed by the Association was constructed between 1992 to 1998 to replace tenement style properties as part of a wide-ranging regeneration programme. Over the past three years the Association has underwent a change in culture and focus through the employment of a new management team, a refocussed board and a more open and trusting relationship with our tenants and our community. As part of the rebuild of the Association's reputation within the community of Ferguslie and beyond the Association has worked hard to deliver significant improvements to our housing stock. We have invested heavily on improving the internals of our stock through new kitchens, bathrooms, boilers, windows and doors which has been well received by our tenants. As part of the journey of change that we have been on we now want to extend our focus to enhance and reinvigorate the environment around our houses which has in areas become tired, which is uncomplimentary to the new practices of the Association. It is our ambition to appoint a suitably competent, inspiring, passionate and expert design team to help us to redefine the use and functionality of the environment and context within which our houses sit. We envisage this team would be led by an experienced urban planner, architect or Landscape Architect and assist in the assessment and design of a number of landscape and environmental considerations around our housing stock. The core team should also include a cost consultant and any other relevant disciplines to be utilised as required. A key output of this commission will be a masterplan of the area as whole and proposals for subdivision of works, outlining how and where to direct future investment, in order to improve the physical environment generally as well as address specific issues within the curtilage of our ownership such as, but not limited to; bin storage, fencing, parking, external lighting, drainage and future maintenance. We intend to appoint the design team up to and including RIBA Stage 4. Key outcomes will be to work with us to refine our brief; deliver high level accurate information on the estate; provide high quality design information and work with the Association as we procure the initial pilot projects. It is envisaged that the outcomes will be part of a series of projects rolled out over the next five to ten-year period as part of our planned investment programme. The community of Ferguslie is our most important stakeholder, engaging the community should be a key focus of the commission. The successful bidder must be able to skilfully and creatively include the community in the process as the plans evolve. Bidders will be expected to develop and deliver an innovative, engaging and positive consultation piece, which should be more than just a public meeting to gather information, but rather an opportunity for members of the community to positively inform the design outcomes. An online Meet the Buyer Event will be held on Tuesday 7th December 2021 at 1000. Any bidder interested in attending should register by emailing IvorMcCauley@fpha.org.uk attendance at this event will be crucial to submission of a successful bid.
