Notice Description

South Lanarkshire Council are seeking to develop the plan and masterplan for the Civic Centre Site and adjacent land (Police & Fire Services sites) that address the Council's intent to withdraw from the Civic Buildings and seek the demolition and re-development of the site. The Council require a high-level masterplan for the Civic Centre site that could be developed into a full Planning Permission in Principle (PPiP) application together with all appropriate supporting documentation for a competent planning application.

The Council's Procurement Service identified a suitable Framework as follows: Framework: Scotland Excel (SXL) Engineering and Technical Consultancy OJEU Reference Number: 2020/S 175-423961 Lot: 8, Masterplanning Period: 18 March 2021 - 17 March 2025. Following the expiration of South Lanarkshire Councils Professional Services Framework, the Council have utilised the Scotland Excel Framework for Engineering and Technical Consultancy on numerous occasions. The current arrangements in place are for the period 18 March 2021 to 17 March 2025. The Scotland Excel contract reference number is 08-20. The proposed consultant Ironside Farrar Limited are appointed to Lot 8 of this framework. As part of the SXL Engineering and Technical Consultancy Framework, a purchaser can directly select a supplier for a particular Work Order considering the factors set out in the selection procedure of the framework. South Lanarkshire Councils Procurement Service identified Ironside Farrar Limited as the most appropriate consultant for the work order in accordance with the above-mentioned direct award selection procedure. Ironside Farrar Limited were identified as the most appropriate consultant for Direct Award for this call off contract as these services will be a continuation of previous services the consultant provided for South Lanarkshire Council. Under the conditions of the framework agreement, Ironside Farrar Limited were identified as the most appropriate consultant to carry out these services due to their involvement in the initial phase of this project. Ironside Farrar Limited carried out the first phase of this EK Civic Centre Masterplanning project in April 2020. The contract reference number for the first phase was SLC/PS/COMENT/19/129.. Direct Award under the SXL Engineering and Technical Consultancy Framework Agreement.
