Notice Description
You are invited to submit a tender under the competitive selection procedure of the Scotland Excel Framework for Engineering and Technical Consultancy Services: Ref 0820 for a proposed Work Order.Consultants on Lot 5 (Drainage & Flooding) are being invited to tender; the tender period will be 3 weeks (allowing for the Christmas holidays). The Client will adopt the Technical scores from the framework tender process and reopen competition on the Commercial criteria only (60% Technical/ 40% Commercial). Note: An allowance of 30% of the lowest corrected tendered total price will be applied for compensation events including application of the Scotland Excel Option A Fee Percentage (unless this is amended as part of your tender submission) - see Table 1 below for an example.The total of the Prices is to be calculated in reference to the Professional Titles Rates. Where elements of the Work Package cannot be priced using the Professional Title Rates, those elements are to be priced using the Salary Banded Rates.The Client wishes to draw the Consultant's attention to the insurance requirements set out in Section 8 of the Contract Data Part One. No deviation from the stated insurance requirements will be considered.Please note the requirement that no qualifications or proposed amendments are to be submitted with your tender. Your tender shall comply fully with the various requirements of the Scope and Contract Data un-amended.Non-adherence to the above shall result in Perth and Kinross Council asking you to withdraw all relevant statements in full within 5 working days; refusal to do so (or no response) shall result in your exclusion from the mini-competition process thereafter.Information within Contract data part two must be fully populated by the Consultant. Contract Data expenses shall be included within the resource schedule to form part of your tender submission. The expenses shall be listed separately from salaried rates in the resource schedule submission. The Client considers that the Consultant's operating costs (all work activities, management activities, travel, accommodation, subsistence, etc) will be fully covered by the Consultants staff rates and the mileage rate. Other expenses required for the successful completion of the work package, e.g., the purchase of data, should be included in the Contract data part two.Non-adherence to the above may result in the relevant tender being excluded from tender assessment.Where Perth and Kinross Council considers that there has been an error in the pricing of the tender, they shall raise the matter during the tender assessment process explaining their reasoning and give the Consultant two working days to either withdraw from the mini-competition or confirm they wish to standby their pricing.
