Preliminary Market Testing for Renfrewshire Council Housing Support Service
Notice Description
Online Market engagement event (various sessions as noted below) in accordance with Regulation 41 of the Public Contracts ( Scotland) Regulations 2015, as amended. Renfrewshire Council has an existing contract for the provision of Housing Support Services for Single Homeless People and Childless Couples who may have complex needs. The Council is reviewing the future approach to commissioning and procurement of this Housing Support Service beyond September 2022. There are two days proposed for engagement sessions in January 2022 - Tuesday 25th January 2022 and Wednesday 26th January 2022 where the Council intends to invite providers to attend engagement sessions via Microsoft Teams meetings. There will be an initial session on Tuesday 25th January 2022 from 9.30am to 10.30am where Renfrewshire Council will provide an overview of the anticipated service requirements and all interested providers are invited to attend. In addition, providers may book an individual 45-minute engagement session on either Tuesday 25th January 2022 or Wednesday 26th January 2022 with the council. All sessions will be recorded for audit purposes. The recordings will not be shared with other parties. Should you be interested in attending the initial overview session and/or an individual engagement session with the Council on this subject, please email Sarah Ford, Senior Procurement Specialist, Corporate Procurement Unit at Sarah.Ford@renfrewshire.gov.uk to reserve a slot by no later than 12 noon on Friday 21st January 2022. Slots will be allocated on a first come first serve basis. It may be helpful to parties noting interest if they could invite someone from their finance department to attend the engagement session as well as operational colleague(s). Attendees should be limited to 4 people per organisation. Question and Answers will be collated from all sessions, anonymised and shared with all parties noting interest in this Prior information notice and a copy may also be issued with any future tender, where considered relevant by the Council. This market engagement event will be used to inform the approach to take for this Housing Support Service. The decision to use any feedback or comments made during this event rests with Renfrewshire Council. Full details of the requirements and proposed contract will be published by Renfrewshire Council in the contract notice and procurement documents.
Lot Information
Lot 1
The Council requires provision of a housing support service primarily for single homeless people or childless couples who may have complex needs, residing in supported, interim accommodation. The interim accommodation for the current service is provided from 17 Abercorn Street, Paisley, PA3 4AA. The Provider will also provide or make partnering arrangements with another organisation to provide a Housing Management Service for the accommodation at the specific premises and where applicable will enter into such associated lease arrangements with the owner landlord of the premises as may be necessary for this purpose. The Housing Management Service does not form part of the contract but is required to be delivered in conjunction with the Housing Support service. The provider can determine whether they will provide this Housing Management Service, or whether they will contract with another organisation to provide this Housing Management Service. How this related Housing Management Service is provided will directly impact upon Council budgets for the provision of homeless services and the amount of government funding available to support these services. At individual market engagement sessions, comments are invited and welcome, however Renfrewshire Council is under no obligation to accept them, and any decisions taken following these sessions are made by Renfrewshire Council in accordance with the applicable law.
