Notice Description
Aberdeenshire Council requires the provision of suitable and adequate outreach support services to women or trans-gender women who have experienced Domestic Abuse. Domestic Abuse is a pattern of controlling, coercive, threatening, degrading and/or violent behaviour, including sexual violence, by a partner or ex-partner. It doesn't matter how old someone is, what race or ethnicity they are, what class they are, whether or not they are disabled, or whether they have children - anyone can be a victim of abuse.

Aberdeenshire Council requires the provision of suitable and adequate outreach support services to women or trans-gender women who have experienced Domestic Abuse. Domestic Abuse is a pattern of controlling, coercive, threatening, degrading and/or violent behaviour, including sexual violence, by a partner or ex-partner. It doesn't matter how old someone is, what race or ethnicity they are, what class they are, whether or not they are disabled, or whether they have children - anyone can be a victim of abuse. Outreach Support is to ensure the provision of practical and emotional support, advice and advocacy on matters such as housing, tenancy sustainment, resettlement, safety planning, risks and management of risks, emotional support, welfare benefits, legal options, health, education, training and childcare. This kind of support service helps clients and their children, if any, who have been affected by domestic abuse and who are living in Aberdeenshire. The outreach support service will be registered with the Care Inspectorate, as a housing support service. The Domestic Abuse Outreach Service will support up to 50 clients per month, which has been calculated from service demand over the previous 3 years. The actual time supported may vary for each client and should be delivered on an outcome focussed basis rather than set hourly times and tasks. This allows the service to be more flexible and deliver support according to need across the whole client base. The Service Provider is expected to be able to deliver services in the location required which includes the whole geographical area of Aberdeenshire Council. The Service Provider will work in partnership with other multi agency partners where this is assessed as necessary to achieve the best outcomes for the supported client. The support provided will be tailored to meet the needs of each client accessing the service and should be able to be delivered via a range of methods including face to face, telephone or across digital platforms depending on the individual needs and preferences of the person, including peer support. The support will be provided in a range of accommodation including, but not limited to, temporary accommodation, private tenancies, shared accommodation, family homes, Scottish short secure tenancies, and Scottish secure tenancies. The service should be scheduled around the needs of the person and should operate at weekends, public holidays and in the evenings. The service will not be required for 24 hours/day.. The estimated value is based on an annual contract value of GBP79000 and is for the maximum three year term plus two one year extensions
Renewal: The contract will be for an initial term of 3 years, plus 2 optional 1 year extensions, i.e., 3+1+1
