Queens Cross Housing Association are seeking to appoint a suitable supplier to perform lift maintenance and repair services to lifts within various properties in the Glasgow Area. The contract will involve fully comprehensive planned preventative maintenance and repair services including a breakdown call-out service operating 24 hours a day for the Association's lifts It is anticipated that the contract to be awarded may require the transfer of staff under the provisions of Transfer of Undertakings (Protection of Employment) Regulations 2006 (TUPE). Liability information is provided for the existing supplier. The supplier will need to liaise with the transferee to determine the measures the transferee may envisage taking with respect to the employees in order to carry out proper consultation. The transferee is required under TUPE to provide employee liability information in relation to any employees which are assigned to existing contracts. The initial contract period will be for 3 years and the contract may be extended for up to a further 2 years after the initial 3 year contract period. Any extension will be at the sole discretion of Queens Cross Housing Association and based on satisfactory performance and subject to negotiation. -During the course of the contract the number of lifts may increase or reduce to reflect property acquisitions, disposals or other amendments which may include change of use. -The supplier will be required to ensure compliance and assist Queens Cross Housing Association in ensuring compliance with all statutory legislation specifically: -the Management of Health and Safety Regulations 1999 (MHSW) -the Lifting Operations and Lifting Equipment Regulations 1998 (LOLER) -the Provision and Use of Work Equipment Regulations 1998 (PUWER) -SAFed LG1 Guidelines on the Supplementary Tests of In-Service Lifts -British Standard 7255 (Safe Working on Lifts) -British Standard EN 81-80 (Rules for the improvement of safety of existing passenger and goods passenger lifts) -British Standards 5655 parts 11/12:2005 - Code of practice for the undertaking of modifications to existing electric lifts/hydraulic lifts. -The Economic Operator will be required to ensure safe operation of the lift equipment, prolong equipment life, minimise equipment out of service time and respond to breakdowns and passenger entrapments within service level agreement time scales. -All personnel employed by the supplier to deliver the contract services shall be suitably trained and technically competent. -NOTE: To register your interest in this notice and obtain any additional information please visit the Public Contracts Scotland Web Site at http://www.publiccontractsscotland.gov.uk/ The awarding authority has indicated that it will accept electronic responses to this notice via a 'Tender Submission post box' facility. Under these Regulations, Community Benefits must be incorporated into all contracts with a value of over GBP 4million and can still be included proportionately in any contract of less than GBP 4million. Community Benefits are defined as contractual requirements, relating to training and recruitment, or which are otherwise intended to improve the economic, social and environmental well-being of the Association's area, in a way which is additional to the main purpose of the contract. The Association has sought to outline its priorities for Community Benefits in the matrix forming part 1a of this Appendix. These potential Benefits are grouped into 3 distinct headings, covering: -Employability -Tenancy Sustainment -Community/Environmental It is intended that all Community Benefits should be fair and achievable. In an invitation to tender, a potential contractor must indicate the extent of the Community Benefits proposed as part of the bid process. Each Benefit has an individual allocated outcome and a total number of outcomes must be achieved relative to the overall contract value. A number of priority Benefits are highlighted as 'Essential' and the contractor will be expected to address these. In addition, a contractor must also propose a minimum of one additional Community Benefit from each category heading, where this will not exceed the overall total outcome requirement of the contract. The Benefits identified are generally indicative and provided for guidance only. The actual Benefits to be provided can be varied by any potential contractor in line with the scope, scale and length of the proposed contract. In terms of Employability the Association would highlight the following requirements: -A work placement will be a short term engagement of up to four weeks. -A Traineeship will be a placement for up to six months, leading to an industry recognised qualification. When possible, the Association will seek to be specific in the nature of the Benefit identified, to provide the tenderer with sufficient information to assess the provision expected. The Association recognises that the final delivery of all Community Benefits, either as specified or as proposed, will be subject to negotiation on the award of the contract. The Association will require a regular reporting structure to be agreed towards the delivery of the agreed Community Benefits, which will be subject to review through the contract period. Where a contractor is unable to commit to, or does not deliver on, agreed Community Benefits, a contractor will require to make a donation of GBP100 in respect of each outcome not achieved, to the Association' charity, The Garscube Foundation.
