Void Property Protection
Notice Description
The Council has an ongoing requirement to appoint a contract contractor to secure vacant housing properties by installing temporary shuttering to prevent trespass, vandalism and theft across South Lanarkshire. The contractor will also require to maintain and monitor the equipment used to ensure that it is maintained in good working order to be able to remove the shuttering when instructed. The current contract is due to expire on 31 July 2022. The contract requires to be replaced with a legally compliant contract that will deliver the same or enhanced service levels and efficiencies as there is an ongoing requirement to secure vacant housing properties.

The Council's Procurement Service identified a suitable and accessible collaborative Framework as follows: Scottish Procurement Alliance (SPA) Framework V7 Vacant Property Protection, Clearance, Cleaning and Maintenance Period - 1 July 2018 - 30 June 2022 The SPA Framework provides vacant property security to prevent trespass, vandalism and theft of materials and equipment as well as the services listed below: The Framework detailed above is compliant with UK procurement legislation and allows members to select a suitable contractor via a Direct Award or a Mini Competition from those appointed within the relevant lots of the Frameworks. All contractors have been assessed under the the appointment process conducted by LHC. The LHC (SPA) contract documents state that "when choosing the Direct Award Procedure and where the LHC Client considers it appropriate to do so, it may award a Project to the first-ranked Appointed Company in the Lot". South Lanarkshire Council made the decision to Direct Award from the above mentioned framework to Orbis Protect as they are ranked 1st out of the 3 contractors 'Part A Property Protection' on the V7 - Vacant Property Protection, Clearance, Cleaning and Maintenance Framework Agreement based on price and quality in the tender evaluation conducted by LHC for their appointment to the Framework.. The contract awarded from this procurement exercise is for a 4 year term with no extension available. Community Benefits will be secured under the LHC Framework.
