Notice Description

South Lanarkshire Council require to conduct a Quick Quote for works under 2 million to appoint a suitable contractor to upgrade Junction 7 of the M74. South Lanarkshire Council with agreement from Transport Scotland intend upgrading Junction 7 of the M74 to alleviate current and future congestion issues. This is to be achieved through the installation of a linked traffic signals network between the A72 and the M74 junction 7 on-slip road and off-slip road and the widening of the A72 to include an additional lane westbound between the two slip roads. The site is located at national grid reference NS 76315 52938 and the works are within land owned by either South Lanarkshire Council or Transport Scotland. The site boundary is denoted on drawing CO25000352-0100-003 - Scheme Boundary Plan. The design for the scheme is detailed within the attached drawing. The works will comprise site clearance, tree clearance, fencing, drainage, ducting, carriageway construction, earthworks, kerbing, signing and lining, street lighting, traffic signals installation; the M74 overbridge deck is to be reconfigured to accommodate an additional lane and a VRS to be added. The proposed start date for the project is 29th May 2023 with completion estimated to be 5th November 2023.

South Lanarkshire Council require to conduct a Quick Quote for works under 2 million to appoint a suitable contractor to upgrade Junction 7 of the M74. Bidders will be assessed in terms of price and quality to determine the most economically advantageous quotation. The evaluation of this quotation will be made against a pre-defined range of selection criteria designed to identify those bidders best able to meet the Council's requirements. The Council reserves the right to accept or reject any bidder based on responses contained in their quote. Bidders will be assessed in terms of the Single Procurement Document (SPD) through the Qualification Envelope as to ensure they are suitable to deliver this requirement. Certain criteria within the Qualification Envelope of the quotation have been identified as mandatory threshold requirements and will be assessed on a PASS/FAIL basis. As such where bidders fail to provide a positive response such quotations will be deemed invalid and will not be considered further. No score will be awarded to the questions within the Qualification Envelope. SPD Questions 3A and 3C have been identified as mandatory exclusion grounds and SPD Questions 3B and 3D have been identified as discretionary exclusion grounds. All the exclusion grounds will be dealt with on a PASS/FAIL basis. In respect of the mandatory exclusion grounds bids will be excluded where you fail to provide either a positive response or to provide details to the satisfaction of the Council of the self-cleansing measures bidders have undertaken to prevent reoccurrence of any failing. In respect of the discretionary exclusion grounds bids may be excluded where they fail to provide either a positive response or if the Council is not satisfied as to the self-cleansing measures undertaken. SPD questions 4A, 4B and 4C will be assessed on a PASS/FAIL basis. The Council's minimum requirements for each of these criteria are described within the bidder guidance contained within the Qualification Envelope. Bids will be assessed as a FAIL where they fail to provide a positive response or provide details that are insufficient to satisfy the Council that the bidder is able to meet the minimum stated requirements. In terms of SPD Question 4C.1, Technical and Professional Ability (Works only), bidders will be asked to demonstrate relevant examples of works undertaken by the bidder in the last 5 years, examples provided should be relevant to the nature, value, and details of the works that are the subject matter of this tender. Any bid not achieving a Pass at this stage of the assessment will result in the bid overall being deemed invalid and the Technical and Commercial envelopes within the submission will not be accessed. Any bidder excluded at this stage will be notified of this and the reasons for exclusion after the tender has been concluded. Prospective bidders who note interest in this opportunity will be invited to tender through Public Contract Scotland Tender. The tender issue date is proposed to be 9th January 2023 with a return date 16th February 2023. The proposed award date will be April 2023.
