The newly formed Directorate's purpose is to increase the Scottish Government's capacity and capability to shape and deliver transformational corporate change, with impact across the wider public sector. It sits within the new DG Corporate family. This new Directorate will bring structure and governance to the setting of priorities, and manage the delivery of many key projects and programmes within the Change Portfolio.The scale and complexity of the cultural, business and systems changes are immense as is the scope to make a real difference to how our organisation serves the people of Scotland. Things are changing round here as we roll out more modern, efficient, streamlined and digitally enabled services.We're looking to build a team of talented individuals who find change exciting, are comfortable dealing with ambiguity, like to make sense of complexity and have a real drive to make their mark.Critical to our success will be our ability to connect corporate transformation activities to the things that add most value to our stakeholders. From there we must ensure that we have a robust and effective Portfolio Management Office (PMO) in order to build a clear picture of the prioritised projects and programmes and provide oversight and assurance that these are being effectively managed and delivered in line with their stated objectives. We will build expertise in and utilise Planview (and other tools) to ensure enterprise-wide portfolio planning and delivery that spans traditional and Lean-Agile approaches.Portfolio Management requires the ability to oversee the shape, value and progress being achieved with delivering outcomes that strategically align. Being able therefore to translate financial and strategic data will be beneficial as we develop our overall governance and reporting capability.As well as challenging divisions on the deliverability of their plans, the PMO also has a key role in advising and supporting the directorate business management unit to develop robust plans and processes as a centre of operational excellence, risk management and business planning.This post will report into the Head of Portfolio Management and will be deployed within the central portfolio team with specific responsibility as set out below:Main Duties- Gather data and information regarding projects or programmes in order to create clear and well-crafted documentation and reports.- Play an instrumental role in establishing, developing, monitoring and managing all Project, Programme and Portfolio Management processes, particularly regarding governance structures, reporting, milestone plans; RAID management & financial management.- Play an instrumental role in the configuration, implementation and ongoing evolution of Planview as we look to embed new ways of working (including the development of training material to support new Planview users)- Analyse complex PPM information to ensure interdependencies are identified and captured, highlighting any risks or issues are escalated appropriately, and to identify better ways to support the Programme teams with decision-making.- Analyse and report on financial data in order to ensure that the financial management of the project or programme is accurately informed.- Develop an understanding of the Corporate Transformation Portfolio and Roadmap and take forward initiatives to continually improve data capture, reporting and wider communication.- Build relationships with all levels of internal and external stakeholders to ensure PPM processes are effectively delivered, and programme teams supported.- Support the Senior Responsible Owner and Programme Managers to ensure programme and project activities are on-track for delivery as per plans and highlight any areas of risk.
