Building Energy Management System BEMS
Notice Description
The Scottish Parliament is seeking to replace its existing BEMS HVAC control system with a true open protocol BEMS. The BEMS contractor will be responsible for the management, design, purchase, installation, testing and commissioning of the new BEMS. The contractor will also be required to maintain the replacement BEMS after installation.
Lot Information
Lot 1
The Building and Energy Management System (BEMS) is a business-critical tool which provides visibility and control of Holyrood building services, primarily; heating, ventilation, air conditioning and domestic hot water (HVAC) within the Parliament Buildings. The BEMS is used to ensure that building spaces, including principal areas such as the Debating Chamber and Committee Rooms, are kept at an appropriate temperature to meet the needs of building occupants. Importantly, the BEMS ensures that business critical BIT, Security and Broadcasting comms rooms containing servers, switches, and other essential IT based equipment, are maintained at the correct temperature and humidity to ensure their reliable operation. The BEMS provides a user interface which allows on-site specialist operators to monitor and manage energy use within Holyrood. The BEMS assists the Facilities Management team and its on-site contractors in identifying live issues with the control and visibility of plant and equipment, the failure of which could impact on occupant comfort due to temperature deviations or, at worst, lead to critically high temperatures and eventual IT failures in BIT, Broadcast or Security comms rooms. The BEMS system is a key enabler in allowing the SPCB to meet its net zero carbon obligations, a key corporate target for the organisation. Some of those targets can only be met by introducing new technologies and systems that must be able to interface effectively with the BEMS. The existing BEMS cannot easily adopt and control newer HVAC technologies, with parts of the original BEMS network unable to connect to modern systems, while the system itself has become obsolete. The Scottish Parliament is seeking to replace its existing BEMS HVAC control system with a true open protocol BEMS. The BEMS contractor will be responsible the management, design, purchase, installation, testing and commissioning of the new BEMS. The contractor will also be required to maintain the replacement BEMS after installation. It is proposed that the existing system is replaced in sections over three financial years commencing Autumn 2023. The correct phasing and sequencing of the BEMS replacement is critical to the continued functioning of the building. There are limited times when work can be carried out within the building without the operation of the building being compromised. The replacement works will therefore require to be carried out primarily during Parliament holidays and recesses.
Renewal: The contract may be extended up to a total of 60 months beyond the original contract duration. Contract extensions will be granted at the SPCB's sole discretion.

"description": "The Scottish Parliamentary Corporate Body (SPCB) uses Creditsafe, an independent provider of online business credit reports, to assess the financial standing of tenderers. Tenderers are encouraged to review their financial performance on Creditsafe and read information about how that data is collected and used prior to submitting a tender. Information and the opportunity to run a free report can be found at http://www.creditsafe.com/products/business-credit-reports/ If a tenderer does not agree with the credit rating it has been given by Creditsafe it can provide supporting evidence to demonstrate its current position and this will be taken into account when the financial standing is being assessed. If a tenderer is not listed on Creditsafe, for whatever reason, then it may be asked to submit equivalent accounts to enable the required assessment of financial standing to be carried out. Tenderers should have a Creditsafe credit rating of 40 or higher to demonstrate satisfactory financial standing. If a tenderer has a lower credit rating score and has the backing of a parent company with a credit rating of 40 or higher, then the provision of a Parent Company Guarantee prior to the award of any contract will be acceptable. If a tenderer has a lower credit rating score and no evidence to support a stable or improved financial standing then the tender may be rejected."

Tenderers will be required to complete an online Supplier Assurance Questionnaire using the Cyber Security Procurement Support Tool (CSPST). A link to CSPST can be found here: https://cyberassessment.gov.scot/ The questionnaire will be aligned to a Cyber Risk Profile that has been established for the contract, based on the Contracting Authority's assessment of cyber risk. For this contract, minimum requirements also include the holding of Cyber Essentials Certification. Further details will be set out in the procurement documents. A contract condition for this procurement requires the Tenderer to comply with the minimum security requirements. -All replacement parts and materials required to operate and interface with existing or future compatible building systems and services must be freely available to purchase through multiple supply routes and, wherever possible, not limited to a single original equipment manufacturer (OEM), so that alternate compatible items, of similar or better quality can be sourced and used without the need for system wide changes, updates or upgrades. - The BEMS system, and its associated software must be wholly owned by the SPCB, with full access rights to the software, its capabilities and the ability to extend or alter those capabilities and, where required, connect to third party building control and management systems without relicensing. - The software user interface and associated on-screen graphics and operating functions and controls must be able to be updated, amended or replaced by the SPCB or its Authorised Service Representative (ASR) without additional licencing, manufacturers or suppliers approvals or other restrictive practices. "description": "Procurement Process Due to the complex nature of the SPCB requirement, this procurement exercise will include a formal negotiation stage. All shortlisted bidders who are invited to tender after the SPD stage will be invited to participate in the negotiation process. The purpose of the negotiation is to help ensure bidders have a clear understanding of the SPCB requirement and to improve the content of tenders. After the negotiation stage, bidders will be invited to submit a final tender submission. The negotiation stage will take place at the Scottish Parliament and is likely to be held week commencing 8 May 2023. Further details will be provided to bidders at the invitation to tender stage. The areas that will be negotiated will include: scheduling the programme of works, hardware proposed, community benefits, proposed approach to fully comprehensive maintenance and remote monitoring. Further details will be provided to all bidders should they be invited to the tender stage. Serious Organised Crime Check As part of the selection stage, the top 5 scoring Bidders at SPD stage will undergo a serious and organised crime check from Police Scotland. The SPCB will provide Police Scotland with the names, addresses and dates of birth for all company directors obtained from publicly available Company House records. Should the serious and organised crime check find that any of the company directors or the bidder have convictions or links to organised crime, the bidder will be excluded from the procurement process. If the bidder is excluded from the procurement process, the SPCB reserves the right to invite the next ranked supplier from the SPD stage to the tender stage. A user guide is available at https://www.publiccontractsscotland.gov.uk/sitehelp/help_guides.aspx. Suppliers are advised to allow adequate time for uploading documents and to dispatch the electronic response well in advance of the closing time to avoid any last minute problems. The Contracting Authority does not intend to include a sub-contract clause as part of community benefits (as per Section 25 of the Procurement Reform (Scotland) Act 2014) in this contract for the following reason: The initial works project is valued at less than 4m GBP. After the initial works are completed, it is considered disproportionate for all sub-contracting requirements through PCS as they will be routine maintenance related service requirements that are relatively low value. Community benefits are included in this requirement. For more information see: https://www.gov.scot/policies/public-sector-procurement/community-benefits-in-procurement/ A summary of the expected community benefits has been provided as follows: Community benefits will be included as a mandatory requirement within the contract and bidders will be invited to propose benefits against any of the following areas: To work with schools, colleges and universities to offer work experience Educational support initiatives Vocational training To up-skill the existing workforce (SC Ref:718603) Download the copy of the online SPD document here (to be completed online through postbox submission): https://www.publiccontractsscotland.gov.uk/ESPD/ESPD_Download.aspx?id=718603",
