Renfrewshire Council has a requirement for an Environment and Infrastructure Asset Management System. The Council wishes to appoint a suitably qualified supplier to provide this system.

Lot 1

Renfrewshire Council is seeking an Environment and Infrastructure Asset Management System which: 1. Can provide an asset management system to manage Roads, Grounds Maintenance and other associated operational environmental and infrastructure assets. 2. Has an asset management system as the single point of contact for all service issues. 3. Can manage Asset data associated with Roads, Lighting, Structures, Grounds Maintenance and Cemeteries. 4. Is cloud based. 5. Can be fully integrated to include modules or be able to FULLY interface via API with other systems for: - Network creation/maintenance of: i. Network types ii. Network road elements including all attributes iii. Holds full road network type inventory iv. Inspection groups v. Groups of Inspection groups vi. Bulk network updates - Create and maintain Assets: i. Create Asset types ii. Assets on a Route iii. Recording all details of asset iv. Plotting location of asset on network v. Create Inspections and defects on network on map vi. Provide status updates of asset and defects vii. Creation of defect direct from Enquiry screen viii. Carry out inspections, raise defects and create and maintain works schedules and instructions ix. Include the ability to load photographs directly - Workload management and scheduling i. Allocate and assign tasks to officers ii. Account for staff absence and subsequent reallocation of tasks iii. Scheduling of cyclic inspections and tasks - Reporting i. Full reporting facilities ii. Projection planning capabilities iii. Carbon data reporting and calculations - Financial and Contractor Management i. Financial Forecasting ii. Administer and control budgets for works categories and types. iii. Attach BofQ as estimates to Works instructions iv. Attach related documents to the Works instructions v. Create and maintain multiple term maintenance contracts including Contractor details and all standard bill items/rates vi. Create and maintain client budgets allocated to various work types and activities. vii. Financial Management and Budgetary control in terms of works measure processes - Integration with other systems i. ESRI GIS ii. Firmstep CRM 1. Must include the ability to seamlessly pass data and photographs logged by customer in Firmstep CRM to operative. iii. PowerBI 6. Is currently fully operational on mobile devices which are Android and iOS compatible. 7. Has an Account Manager and call escalation process. 8. Has a detailed workflow in place for data migration from the Council's existing Symology asset management system.
